    Thousands of refugees arriving every day, too large a flow for openings that, gradually, are closing, leaving people hopeless – adults, women and children -, blocked to wait.

    The concerned closure of the passages by the countries located on the outer face of the European Union, is far removed, as a solution, to the threat posed by the huge human tide on the way, but it could also open the real possibility that the route moves further west, to the border with Albania; from there along the road to the coast, and, after the usual bargaining with the smugglers, the final landing in Puglia.

    In European summits this is the topic of the day, if it is true that Germany, Austria and the neighbouring Balkans had reasoned to increase controls at the Greek-Albanian border already in October 2015. The alert was also taken in Italy, which strengthened the contrast in the sea, off the coast of Puglia, combined with the meetings begun between the Italian authorities and Albania and Montenegro’s ones.

    “From our point of view, though – said Father Alessandro Gazzola, superior general of the Scalabrinian Congregation – we reiterate the condemnation of the blindness of EU diplomacy that does not understand how the barriers along the Balkan route will inevitably continue to open and close; in some cases, perhaps, they will become unfortunately waterproof forever, with the devastating effect of generating an unbearable pressure for the thousands of people who are on their way towards Europe”.

    “The inevitable result is that of a momentous humanitarian crisis – said Father Gianni Borin, superior of the missionaries working in Europe and Africa – as also UNHCR denounces. Blocking all migrants of a particular origin who are not asylum seekers, as happened in recent days in Idomeni, north of Greece on the border with Macedonia, is degenerating in dramatic acts and has brought to the birth of makeshift and overcrowded camps, as the well-known one in Calais. A “walled and alive” Europe is pure illusion”.

    “All this has nothing human – adds Father Gazzola – by either side of the front: it is the action of the only instinct which, with no planned and shared rules, is driving the various leaders involved in this macabre building of barriers and of a consequent indistinct hostile attitude towards other human beings”.

    The scalabrinians, as missionaries who stand by migrants and refugees, ask that Europe indicates urgently a summit planning a complete action about the problem:

    • which is concerned about the legal channels for migration from the countries most acutely afflicted by war or threats to fundamental human rights which have been required thousands of times
    • which follows and pursues the routes controlled by the merchants of human flesh,
    • which devises a reception attentive to the many reasons which oblige to leave one’s homeland so as to direct everyone where they can better achieve some future for themselves and their loved ones.

    As we are all aware (but never adequately), that no one would leave their homes and their loved ones were he not obliged by forces which are larger and oppressive.

    La chiusura preoccupata dei passaggi da parte dei paesi situati sul fronte esterno dell’Unione Europea è assai lontana come soluzione alla minaccia rappresentata dall’enorme marea umana in cammino, ma potrebbe anche aprire la possibilità concreta che la rotta di sposti più a ovest, fino al confine con l’Albania; da lì attraverso la strada verso la costa, quindi la solita contrattazione con gli scafisti, e in ultimo lo sbarco in Puglia. Nei summit europei oggi è questo l’argomento del giorno, se è vero che Germania, Austria e vicini balcanici già a ottobre 2015 avevano ragionato di aumentare i controlli al valico greco-albanese. L’allerta è scattata anche per l’Italia che ha rafforzato il contrasto in mare, a largo delle coste pugliesi, fatto unito a incontri avviati tra le autorità italiane e quelle di Albania e Montenegro.

    “Dal nostro punto di vista, però – ha dichiarato padre Alessandro Gazzola, superiore generale della Congregazione scalabriniana – ribadiamo la condanna verso la cecità della diplomazia dell’Ue, che non comprende come le barriere lungo la rotta balcanica continueranno inevitabilmente ad aprirsi e chiudersi, in alcuni casi, forse, diventeranno purtroppo impermeabili per sempre, con il devastante effetto di generare una pressione insopportabile per le migliaia di persone che sono in cammino in direzione dell’Europa”.

    “L’inevitabile esito è quello di una gravissima crisi umanitaria – ha dichiarato padre Gianni Borin, superiore dei missionari operanti in Europa e Africa – come denuncia anche l’Unhcr. Bloccare tutti i migranti che non siano richiedenti asilo di una determinata provenienza, come accaduto in questi ultimi giorni a Idomeni, a Nord della Grecia al confine con la Macedonia, sta degenerando in atti drammatici e nella nascita di campi improvvisati e stracolmi, come la ben nota Calais. L’Europa ‘murata e viva’ è pura illusione”.

    “Tutto questo non ha niente di umano – aggiunge padre Gazzola – da nessuna delle due parti ‘del fronte’: è l’azione del solo istinto che, senza regole pianificate e condivise, sta guidando i vari leader coinvolti in questa macabra costruzione di barriere e di un conseguente indistinto atteggiamento ostile verso altri esseri umani”.

    Gli scalabriniani, come missionari al fianco dei migranti e rifugiati, chiedono che l’Europa indichi con estrema urgenza un vertice che pianifichi un’azione completa a fronte del problema:

    • che si preoccupi dei mille volte richiesti canali legali di migrazione dai Paesi più acutamente sconvolti da guerra o minacce dei diritti umani fondamentali,
    • che segua e persegua le rotte controllate dai mercificatori di carne umana,
    • che appronti un’accoglienza attenta alle molteplici ragioni che spingono a lasciare la propria patria così da indirizzare ognuno dove meglio possa realizzare un qualche futuro per sé e per i propri cari.

    Il tutto coscienti, ma sempre mai abbastanza, che nessuno lascerebbe la propria casa, i propri affetti se non fosse costretto da forze più grandi e opprimenti.
