In view of current strategic uncertainties, the EU has no choice other than to strengthen its security and defence policy, whilst at the same time continue to prioritise its peaceful strategies.

The EU has to confront a difficult situation: the UK’s departure, tensions with Russia, the terrorist threat, a significant increase in pressures due to migration mainly from areas of conflict.

Faced with this situation, Europeans turn in the first instance to their own national institutions, a state of affairs which may eventually threaten the EU’s political cohesion. The latter therefore has a duty to prove to Europeans in practical terms that it is the most effective level for taking decisions for their protection.

It is to this end that the strengthening of internal and external security aspects was one of the main objectives of the road-map adopted by the leaders of the 27 member states in Bratislava on the 16 September 2016 in reaction to the UK’s decision to leave.

The principles of the EU’s security and defence policy

In terms of external security, the EU already has a sound juridical and institutional experience. Since 1998-1999 it has drawn up a Common Security and Defence Policy (CSDP) which allows it to lead civilian and military missions with a view to keeping the peace, preventing conflicts, and strengthening international security.

Within this framework, European forces are today a presence in the Mediterranean (to prevent migrant trafficking), the Central African Republic, Mali and Somalia (military training), on the Somali coast (fight against piracy), and in Bosnia-Herzgovenia (peace-keeping). The Union is also leading about ten civilian missions offering support to police forces as well as missions as observers.

The CSDP missions are under the authority of the EU Council and the High Representative for foreign affairs and security policy assisted by a permanent political/military structure (political and security committee, military committee).

In addition, there exists the European Defence Agency to improve European defence cooperation. However, its achievements are modest. The majority of Member States have chosen to entrust most of their collective management of external security to NATO.

Towards a more effective and ambitious European security and defence policy?

During the second semester of 2016, the 27 Member States decided to strengthen the CSDP by adopting the EU Global Strategy drawn up by the High Representative and approved by the European Council in June. In order to strengthen Europe’s strategic autonomy, they adopted in November 2016 an important programme of common actions in relation to defence. Its implementation chiefly concerns the following areas; strengthening of civilian and military capabilities in crisis management, in particular through the establishment of a European staff, the creation of a military equipment fund which would eventually (after 2020) be allocated 5 billion euros for investments and 500 million euros for research, an increase in defence aid from member nations to progressively bring it to represent 2% of GDP. In addition, the EU intends to better contribute to the stability of partner countries.

The election of Donald Trump to the presidency of the United States has given this programme a new urgency. The new administration is making the American guarantee of European security contingent on there being a significant increase in European defence efforts. This request for Europe to take financial responsibility for a greater part of the cost of its own security seems legitimate since a sharing of the burden brings with it a sharing of responsibilities.

Stumbling blocks to be avoided

Two stumbling blocks will however need to be avoided.

Protecting the necessary transatlantic bond could not justify actions contrary to the values of European interests such as the 2003 invasion of Iraq, the consequence of which was to increase instability in the Middle East.

In addition, the EU will need to be wary of an excessive militarisation of its security policy. Its non-military strategies, notably in the economic domain, prevention strategy, its participation in the collective security mechanisms of the United Nations and the Organisation for Security and Co-operation in Europe (OSCE) contribute to its security just as much as does a single military deterrence. The objective of disarmament, including nuclear must be integrated within the security strategy of Europe. Finally, the need for a hefty increase in military expenditure of up to 2% of GDP is far from being a given considering the risk of the arms race it might engender.

In a kind of prelude to the new political season, Manfred Weber, the Chair of the European People’s Party (EPP) in the European Parliament, delivered a noteworthy speech on Europe at the Catholic Academy in Bavaria, Munich.towards the end of 2016. The core of his speech centred on his “Ten points for the self-assertion of Europe”. At first sight, they are simple and obvious – but actually they are not. We set out below a slightly abbreviated version of these “Ten Commandments”.

In former times, European unity was an ideal expounded from every political soapbox. Now it has become reality in many areas, and even a huge success. But Europe’s honeymoon period is now over. In many areas the European Union is part of our everyday life. Europe’s citizens look towards Brussels because they expect it to provide solutions for the really big problems. We will only be able to preserve our peace, our prosperity, our European values and way of tackling problems – in brief, the European way of life – if we manage to succeed in getting Europe to function better. To do this we need to observe the following “Ten Commandments”.

Finally celebrate Europe’s success. Before Europe was united, our continent was probably the most warlike territory in the whole world. Now peace reigns. Today, however, Europe as a peace project is all but self-evident. Europe represents understanding and solutions forged around the negotiating table. Let us not cover up these successes or take them as self-evident.

Do not think in egotistical, nationalist terms.Europe is more than the sum of national interests. Joint solutions can only be forged at an early stage if we act together with solidarity and empathy for our neighbours. If we wait until each and every problem has become firmly entrenched in all Member States, we shall always be lagging behind.

Take the rules seriously.Europe is a community founded on the rule of law, not a self-service shop. Rules must be complied with. Trust is the basis for any coexistence.

Be open to change.Only those who recognise the need for change early on and get to grips with it positively are able to deal with it successfully. In Europe we finally need to abandon our habit of putting matters on standby.

Accept responsibility.Democracy thrives on straightforward dialogue, not on avoiding the issue. No decision is made in Brussels to which the national governments have not agreed. However, it is not the place of national governments to raise their hands in agreement while sitting round the negotiating table behind closed doors in Brussels but later, when back home, to indulge in constantly criticising Europe.

Develop Europe into a full parliamentary democracy. It should be elected politicians, not technocrats, who hold the future of Europe in their hands. Capacity to act must be coupled with democratic legitimation. But this can only be managed successfully if citizens are presented with clear alternatives on which to base their decisions.

Take democracy in Europe seriously.A parliamentary democracy can only function if it is in good working order. As in the German Bundestag, we should likewise seek to prevent fragmentation in the European Parliament. We also need a 5% threshold for European elections.

Let us be European patriots.Being at the same time a good Bavarian, a good German and a good European are not mutually exclusive ideas; in fact, they go well together. Forty years ago, Franz-Josef Strauss recognised that the nation state was an anachronism if it did not understand that only through belonging to Europe could it remain strong in a globalised world.

Let us defend Europe’s values. We have to take care that the soul Europe has won is not lost. Europe is more than a marriage of convenience or a community of interests springing up out of necessity. Europe is much more a community of Judeo-Christian values imbued with the spirit of Enlightenment. We use our understanding of the values of Christian humanity to shape our true strengths. The European social model developed from this understanding is a unique European achievement that should be held up with pride.

Let us be proud of Europe.Europe is characterised by its enormous cultural diversity, the beauty of its landscapes and its rich abundance of ideas. No other continent has marked its presence worldwide as strongly as we have in Europe. Democracy, the rule of law and our Western way of life all have their roots in Europe.

Let us see Europe as a home to live in rather than a place that is merely administered. Then we can tackle future challenges and – despite all our everyday difficulties – continue Europe’s success story. In all our dealings, let us give Europe new vision, justification and acceptance. Now more than ever, Europe stands for the upholding and re-establishment of its citizens’ sovereignty and the capacity to act of its Member States. Europe stands for democratic self-determination and the assertion of our values. Europe is our life insurance in a globalised world. So let us work together to ensure that Europe and our future are a success.

Difendiamo i valori europei.

Lasst uns Europas Werte verteidigen.

The European Council held on 25-26 June 2015, invited Federica Mogherini to submit a draft Eu global strategy on foreign and security policy within the next twelve months.

The Mogherini proposal is designed to replace the 2003 European Security Strategy, long past its sell-by date. Heads of State and Government also mooted a vaguer idea of creating a future defence research and technology programme at the horizon of 2020. That was the extent of their creative thinking on this issue of vital importance.

The European Council obfuscation is regrettable as across Europe for more than 20 years a consensus has emerged in favour of a common security and defence policy. The latest Eurobarometer on this issue in autumn 2014 showed 76% of Eu citizens in favour of it. Political support has also been on the rise recently. In March, President of the European Commission, Jean-Claude Juncker, called for the creation of a European Army; and the European Parliament voted several supportive resolutions in May.

The intellectual groundwork for a better integrated and more effective Common Security and Defence policy has been laid by numerous academic works and think tank reports. Of the latter, two were particularly important and direct: “More Union in European Defence”, a report by a task force of the Centre for European Policy Studies (Ceps) and “In Defence of Europe”, a strategic note from the European Political Strategy Centre.

”More Union in European Defence”

“More Union in European Defence”, the report published in February by a task force headed by former Eu High Representative Javier Solana and former Nato Secretary General Jaap de Hoop Scheffer is the first which merits attention. It argues that an arc of instability surrounding the Eu, diminished defence budgets and a shift of the world’s economic centre of gravity to Asia would require “bold steps in European defence integration” with the goal of creating a European Defence Union (Edu). In order to complement Nato in the case of an attack on Eu territory and to execute the so-called ‘Petersberg tasks’, including peace enforcement and post-conflict stabilization, in its strategic neighbourhood, the Eu should target “capacity in deterring and countering conventional and hybrid warfare…[and] political and military autonomy to conduct intervention operations in order to respond to or deter crisis.”

Instead of waiting for twenty eight member states advancing together the report recommends making use of Article 46 of the Treaty of the European Union (Teu). This article allows a group of member states to ask for the creation of a permanent structured cooperation (Pesco). A decision on setting up Pesco will be taken by qualified majority in the Council. Other recommendations of the report include a biennial thematic session on Common Security and Defence Policy in the European Council, an upgrading of the European Parliament subcommittee for Security and Defence, the creation of permanent EU military headquarters in Brussels and the introduction of a ’European semester’ for defence planning and expenditure of member states in order to increase mutual transparency.

”In Defence of Europe”

The second publication is the EPSC Strategic note, “In Defence of Europe”, and it was conceived in cooperation with Michel Barnier, the special adviser on Common Security and Defence Policy to President Jean–Claude Juncker, and published on 15 June. The report makes a special case in respect of waste and shortfalls in European defence budgets. Thus, the combined military spending of Eu countries over the past ten years has decreased by 9% to 210 bn € whilst China’s military budget has grown by 167% over the same period to reach its current level of 163bn €. Because of its lack of integration in defence, Eu-28 uses one hundred and fifty four different types of weapon, where the Us uses nine types.

In order to operate a change of paradigm “in line with exponential increase in global threats and the volatility of our neighbourhood”, the Note also recommends making full use of the Lisbon Treaty’s potential with the possibility of using Pesco under Article 46 Teu. It should be stressed that a permanent structured cooperation (Pesco) is created on a strictly voluntary basis and that other member states can join the initial group at any time.

Despite the convincing arguments of the above mentioned high level reports and the political support of leading Eu figures, the June European Council failed in providing Europe with the collective leadership needed to strengthen the Common Security and Defence Policy. The proposal for creating a European Defence Union and to focus especially on setting up a permanent structured cooperation (Pesco) under Article 46 Teu is an idea coherent with the understanding of these issues at the heart of Justice & Peace Europe and deserves support.

“In difesa dell’Europa”

It is difficult to believe that tax fraud will be tackled resolutely by Jean-Claude Juncker, the current President of the European Commission, who permitted this type of practice in his own country.

Last November the International Consortium of Investigative Journalists dropped an information bombshell known as #LuxLeaks, which uncovered agreements signed by 340 international companies with the Luxembourg government in order to obtain tax concessions in that country. Specifically, these are tax arrangements designed by the consultancy PriceWaterhouseCoopers during the period when Jean-Claude Juncker, the recently elected President of the European Commission, was the Prime Minister of Luxembourg. This renowned consultancy firm was dedicated to selling a ‘formula’ that explained to companies what they should do to save as much as possible in taxes. Thanks to this formula, the 340 companies, including such well-known names as Pepsi, IKEA and Deutsche Bank, succeeded in paying an average of 2% in taxes on profits, although the nominal rate (what they are supposed to pay) in Luxembourg is 28%.

Recently we found out that McDonald’s, with a headquarters office in Luxembourg employing only 13 people, managed during the period 2009-2013 to avoid paying more than one billion euros in taxes in Europe, where it has 7,850 restaurants.

It turns out that Luxembourg is the second country in the world after the United States in terms of direct foreign investment, although it has a population of only 500,000. Surely there is something not quite right here?

Luxembourg is just one such case of organised tax evasion. We should also mention the types of tax evasion practised by firms established in the Netherlands. The race to the bottom in corporate taxation is won by Ireland. The use of SICAVs (open-ended investment companies) and ETVES (entities holding foreign securities) which have their own tax regime is clearly an offence against fairness in taxation between capital and labour.

What can we learn from all these cases?

Firstly, we have to uncover, investigate and dig out actual data on the self-serving operations of major companies and multinational corporations, and the great lack of solidarity that hides behind a global taxation system that supports and allows such selfish behaviour.

In the case of Spain, between 2007 and 2012 large companies increased their profits by 32% compared with SMEs (small and medium enterprises), but paradoxically their tax contribution has gone from 33% of total corporation tax collected to only 24%. Information such as this provides us with arguments for challenging the mantra that “we are all paying equally for the crisis”.

Secondly, when debating and approving budgets, we are told that more cannot be invested in public policies because the coffers are empty. We need to remind our leaders, both actively and passively, that if we do not have resources at this time, it is also because of a lack of political will. Cuts would be avoidable if we were to collect everything that escapes or is hidden from us. In the case of Spain, an estimated 80 billion euros is lost annually through tax fraud.

Despite this, the tax reforms recently approved by the Spanish government completely neglect the fight against tax fraud and tax evasion. Not to mention the lack of progress: the minister concerned, Cristóbal Montoro, announced that the government would be collecting 9 billion euros less than in previous years.

Thirdly and finally, we find it difficult to believe that tax fraud will be tackled resolutely by Jean-Claude Juncker, the current President of the European Commission, who permitted, even encouraged, this type of practice in his own country. Such practices are legal but clearly immoral. Thus we fear that proposals as important for tax harmonisation at European level as the Common Consolidated Corporate Tax Base (CCCTB) – which makes compulsory a unified profit calculation method for consolidated business groups that operate in various European Union countries – and the publication of country-by-country performance reports by companies, will be put on the back burner.

Faced with all this, what can we do?

There are directives such as the OECD’s BEPS (Base Erosion and Profit Shifting) project. This project includes a series of measures to prevent erosion of the tax base; in other words aggressive tax planning carried out by large companies that enables them to shift their profits to countries with zero taxation and end up paying little or no taxes. Political initiatives such as these are crucial in the fight against tax fraud and evasion.

In a recent Communication (March 2015) the European Commission called on the Council to “adopt these legislative proposals as a matter of high political priority”.

As citizens, it is up to us to call on our leaders to prioritise work on real fiscal harmonisation and the fight against tax fraud and evasion. Otherwise, Europe will continue to be victim of the very policies it seeks to implement.

World Water Day, which took place on March 22, 2015, saw the participation of a huge delegation of the Forum of Water Movements to support the right to water. According to Renato Di Nicola, one of the coordinators of the Italian Forum of Pubic Water Movements, “the fact that hundreds of people throughout Europe (seventy from Italy) have come to Brussels to defend public water is a sign of the interest and constant commitment by active and concerned citizens at continental level”.

“During the event – the coordinator explained to us – we met all Parliamentary groups to make sure that our proposals can be useful for the drafting of a new European resolution aimed at acknowledging, once and for all, the human right to water and its public management. At the same time, we protested against the European Commission’s decision to organize a conference on water with large multinational companies during the same days without involving citizens, despite the fact that 2 million citizens have been calling for an end to policies that tend to privatize an essential and common good like water”.

The “water issue” is deeply felt in several EU States, to the point that the Rigth2Water citizen mobilization campaign has led countries like Ireland, Greece, Italy, Germany and Spain to address the “water” issue in an increasingly determined way, in order to deprive this good of any possibility to generate a profit. Following this greater awareness and mobilization, Europe has decided to experiment with the re-assignment of waterworks to municipally owned Companies, since the private management of water supply services does not seem to lead to lower prices, greater investments or an adequate definition of responsibilities. Paris and Berlin are remarkable examples of this new trend, having gone back to the former model of municipal water management.

In this context, the Water Day “celebrations” gave Italy the opportunity to focus on the current state of things after the June 2011 referendum, when 26 million Italians stated, through their vote, that water, as a public good, should not be a part of “any profit-making or market system”.

In Italy, after almost four years, the current Government is working on a plan to privatize the management of water supply and other local public services, encouraging mergers and sell-offs involving Companies owned by local public authorities.

Activists are not happy with this plan since, as they reported in a statement, “both this decree and the stability law would encourage aggregations, mergers and sell-offs of Companies owned by local authorities, to the benefit of listed multiutility conglomerates.

Currently, the fight for the recognition of the right to water is actively taking place in Dublin where, after years in which the “water tax” has been applied (a general yearly tax on water), attempts are being made to follow the opposite course by introducing a consumption-based tax that would amount to a complete turnaround that local citizens resent. Finally, rates have gone up by about 85% in the last 10 years and a number of Euro MPs will have to think about what needs to be done within the “Committee on the Environment, Public Health and Food Safety”, in order to put forward a Motion for a resolution of the European Parliament, with Lynn Boylan as rapporteur.

‘A New Start’. This is what the European Commission (EC) called its Work Programme (WP) for 2015. It is a modest programme, with only 23 new initiatives, breaking with the former practice of a hyper-active bureaucracy, frequently pressured by more or less hidden interests. The new EC focuses instead on disseminating and implementing legislation already in force, cutting red tape and with a strict application of subsidiarity. A sense of pragmatism and a sense of pursuit of short-term goals prevails, as the EC admits that has «selected the initiatives where there is the most pressing need for action, and where (it) can deliver quickly».

Horizon 2020 and the European Group on Ethics

Research and innovation and the public health policy fields are no exception to this new approach. The new Commissioner for Research, Science and Innovation, Carlos Moedas, clearly expressed that his priorities will be the implementation of Horizon 2020 and the European Research Area, in order to «deliver». Priority 3 of the WP (‘A Resilient Energy Union…’) encompasses an initiative on a ‘Strategic Framework for the Energy Union’ which involves «decarbonizing the energy mix and promoting research and innovation in the energy field» in order to reduce greenhouse gas emissions. Of relevance from this perspective will be the research on Synthetic Biology in the ambit of Horizon 2020 and necessarily in conjunction with Priority 1 (‘A New Boost for Jobs, Growth and Investment’) and the legislative initiative on the ‘The Investment Plan for Europe’.

On the other hand, Priority 4 (‘Deeper and fairer internal market…’) involves helping company innovation, also through the Horizon 2020 programme. It is only natural that the pharmaceutical industry, for example, plays a relevant role in this context as a research-intensive industry and one of the EU’s largest exporters. A clear challenge here will be to avoid compromising on ethical standards; the European Group on Ethics, the advisory body to the EC whose mandate will be renewed this year, being called to play a key role. Moreover, one has to commend Commissioner for Health and Food Safety, Vytenis Andriukatis, for his expressed will to see a round table organized on the controversial issue of embryo-destructive research (research on human embryonic stem cells).

Genetically Modified Organisms and the challenges on the External Plan

With regard to Genetically Modified Organisms (GMO), 2015 begins with the long awaited approval by the European Parliament of the draft Directive allowing Member States to restrict or ban in their territories GMOs authorised at EU level. But the EC now wants to go further. Priority 10 (‘A Union of Democratic Change’) includes the review of the GMO decision-making process and the EC’s current legal obligation to authorize GMOs even when a majority of Member States is opposed. However, this will certainly hamper the negotiations between the EU and the USA in the context of the TTIP (Transatlantic Trade and Investment Partnership), increasing divergence in a field that is already rather contentious.

Also on the external plan, coinciding with the negotiations to replace the Millennium Development Goals, 2015 was declared the European Year of Development. Understandably, the EC wants to play a leading role in these negotiations and, within Priority 9 (‘A Stronger Global Actor’), a Communication on the post-2015 Sustainable Development Goals (SDGs) is foreseen. During his parliamentary hearing, Commissioner Neven Nimica also recalled that the Cotonou agreement between the EU and the ACP countries will soon be reviewed, with a public consultation on the topic being expected. Special monitoring is needed for the link that might be envisaged here between maternal health and so-called ‘safe abortion’.

«This time things are different»…

… pledges the Commission. For a start, it indeed presented a Work Programme that is modest in ambition and in its reforms; and this is true also in the fields of research and innovation and of public health, where the competence of the EU is anyway rather limited and where some relevant cultural and ethical differences among Member States prevail.

But less can be more. This programme may well represent an opportunity to regain «citizens’ trust in the European Project» and to overcome «citizen’s scepticism about [the Commission’s] work». It is still the Commission who says it! Expectations are therefore high that such political realism will pay off and this will become, indeed, a ‘new start’.

(source: Europeinfos #179)

The EU Heads of State and Government met in a European Council on 18-19 December in Brussels. They warmly welcomed Jean-Claude Juncker’s plan, which aims to create a ‘European Fund for Strategic Investments’. The mainstream parties of the European Parliament also gave it their resounding approval. It is a positive sign when people are finally talking about investment at European level rather than continuing to lose their way in the murky depths of Eurozone governance. Still, we should remain cautious about the success of this new Fund – for a number of reasons.

Firstly, the declared total of €315bn for this new investment fund is far from being a sure deal. There is no new money for the new fund, given that the European Commission has no mandate to take out capital loans and the Member States have only tiny margins for adjusting their budgets. The fund will be capitalised with just €16bn coming out of the European budget and the rest, €5bn, from the European Investment Bank (EIB).

Secondly, this sum of €21bn of public money would be guaranteeing the tranche with the greatest risk of default for investment projects. After that, private investors will be contributing the capital for the tranches less exposed to risk. By relying on a multiplier effect of 15 between public money and private capital, the European Commission has calculated that the total financing budget could reach €315bn (21 x 115 = 315). This looks more like multiplying loaves of bread, and there are serious doubts that this supposed leverage would actually work. Experience shows that using a multiplier factor such as this one is not realistic for social investment projects or for general infrastructure projects for opening up remote regions. It can be used for projects such as building tolled motorways or for a railway line linking an airport to a city centre.

However, in order to mobilise a fraction of the €15 trillion of private savings in Europe, projects of this kind must be found on the continent of Europe. At the moment there is a preference for investing money elsewhere in the world where the return on investment is higher, or in shares of public debt which are far less subject to risk. It is vital to be cautious here since, due to the lack of an environment that encourages investment, projects such as these are hard to find in Europe nowadays.

That is why Philippe Maystadt, the Belgian former EIB president, has declared that financing will not be the only problem needing to be resolved in order to relaunch investment in Europe. It is also why he is calling for a review of the European regulatory framework, which he would like to see offering greater stimulus to private investment. By that he means, for instance, that more weight should be given to market forces in the infrastructure industries (energy, transport) and there should also be a rejigging of the ‘Solvency II’ package to bring down the costs of long-term investments for insurance companies.

Finally, it remains to be seen whether the Member States will agree to the idea that it will not be them but committees of experts from the EIB and the Commission that will be selecting the projects for this new investment fund from the 2000 proposals already submitted by the Member States. The statement of Jyrki Katainen, Commission Vice-President in charge of the project, that the projects would be “selected according to their merits and without any specific quota by sector or by country” will not be a simple matter to execute.

Whatever happens, the fact that people are once again talking about the future and about investing in Europe is a good sign. We just hope that the new investment fund will be well and truly operational in June 2015.

(source: Europeinfos #178)

We are at the dawn of a new legislature: the “to do list” is so urgent that no time can be wasted. We must avoid the risk of waiting any longer for somebody else to get the job done and find the courage to make new and difficult choices together for the years to come. Considering that President Juncker has now announced the new Commission composition – with responsibilities being structured around well-defined political priorities in the hands of Vice Presidents – the time has come for a change of tack in Europe as well. And I believe this should happen along 3 directions.

First of all, the economy. Europe had to bring order and rigor into budgets and balance sheets, in order to respond to a lack of trust and correct and prevent rule-bending and abuses by member States and their banking systems. It is now time to embark upon a decisive phase for growth and employment, in order to re-launch territorial cohesion and social progress Austerity measures were necessary to correct the Euro’s initial structural flaws but, six years into the crisis, such measures have become too cumbersome, while demand policy needs to be urgently brought back into the picture in order to avoid the risk of a recession. The ECB has important monetary tools available, but they are not enough to turn the situation around and jumpstart the economy. Enough has already been said about what needs to be done: from internal market completion to energy grids, from social economy to the green economy, from the digital agenda to SMEs, from Eurobonds to other ways to mutualize past debt and new strategic investments, or the new European investment plan announced by Mr. Juncker. The time has finally come to use all available financial, monetary and investment levers without hesitating, as well as European incentives, in order to make tangible progress. Cogent indicators are also needed to monitor progress made within the Europe 2020 Agenda and give meaningful support to member States that are working on profound structural reforms.

Secondly, EU foreign policy. What happened over the last few months has shown – yet again – the urgent issues and risks that are threatening Europe’s vital interests and founding values. As Pope Francis authoritatively put it: this situation outlines the dramatic picture of a “piecemeal Third World War, that is being fought in chapters”. Whether we are talking about Ukraine and growing tensions with Russia, or the Mediterranean, Lybia, Israel and Gaza, Syria, Afghanistan, Iraq and the newborn “Islamic State”; going through the Gulf States and Turkey – without forgetting persistent crisis flashpoints in Mali, Nigeria, South Sudan and Somalia – we must recognize that the time when individual European States worried about what initiatives had to be taken is over and done with. If Europe is not able to face such challenges at some point – resorting to all Treaty provisions and going beyond lingering nationalisms – we will all be overwhelmed by these conflicts’ explosive aftermath. Suffice to think about the 15 million displaced people fleeing from wars or persecutions, of which only a small fraction has tried to cross Europe’s borders so far. Or think about the threats to security, peace and progress that will ensue. This situation is far worse than the financial crisis and therefore must be tackled through common answers.

Third, immigration. This is not only about the tragic slaughter taking place every day in the Mediterranean, but is also a matter of organizing border control and humanitarian crisis management better, i.e. revising a number of instruments (Frontex) or regulations (asylum). Such instruments have probably been made obsolete by the magnitude of the situation and therefore need to be adjusted, leaving behind the too many fruitless accusations that have been exchanged between Northern and Southern Europe or between some European capitals and Brussels. Former EP President Hans-Gert Poettering came up with an excellent proposal: that the Italian EU Presidency summons a European conference on this subject, dealing with all aspects related to immigration and refugees, in order to enhance mutual understanding amongst EU members and develop common and lasting solutions.

Increasingy, Europeans consider the European project to be more cumbersome and intrusive and less inclusive than it should be, as Mr Loukas Tsoulakis – a prominent Greek economist – pointed out recently. This project should once again be seen as a major strategic construction site: a place where real hope is being built for our children; a kind of Europe that gives support and protection, that can once again become a place that looks towards the future and where the healthy wish to change the world peacefully is still being cherished. It is time to inject new life into this ancient dream!

A me pare in 3 direzioni.

In primo luogo in campo economico.

“The European Parliament will not accept a gentlemen’s club” said the President of the European Parliament, Martin Schulz, on 16 July. He warned the Heads of State and Government meeting in the European Council that the European Parliament would not invest a Commission that did not contain an adequate number of women.

The previous European Commission, formed in 2009, included 9 women. To build on this momentum, the “50/50 Campaign for Democracy”, launched in April 2014 by the European Women’s Lobby, called for absolute parity in the next Commission. There is a long way to go. The 28 Member States had until the end of July to submit their respective candidates for a European Commissioner post. Mr Juncker received just four nominations for women…

The negotiations were set to continue throughout August to allow Mr Juncker to form his team of Commissioners while ensuring a balance between the genders and between east and west. Above all, he has to ensure that their competences are in line with the portfolio requested by each Member State. The presentation of the candidate Commissioners is expected to take place in early September.

In the meantime, the 28 heads of State and Government met again at a European Council on 30 August to make two further major nominations to the head of the European Executive.

– Herman Van Rompuy’s successor as President of the European Council will be Donald Tusk (centre right), Prime Minister of Poland since 2007 and who has been taking part in European Council meetings for the last seven years.

– The post of High Representative for Foreign Affairs, occupied since 2009 by Baroness Catherine Ashton, has been conferred on the Italian Federica Mogherini (social democrat), currently Minister for Foreign Affairs in the Matteo Renzi government.

As part of the selection process, the team of Commissioners will meet the European Parliament

The game is not yet over for the 27 candidates selected by the President of the Commission to form his College of Commissioners. They must now face a full hearing before the European Parliament, where the Members of the various parliamentary committees are waiting to test their competences.

Each candidate must be assessed by the parliamentary committee responsible for his or her portfolio. For example, Mrs Mogherini, the new High Representative for Foreign Affairs, who in this capacity is also a member of the European Commission, will be heard by the members of the European Parliament’s Committee on Foreign Affairs.

Each Commissioner-designate must first reply in writing to five questions from the MEPs. He or she will then be invited to a three-hour hearing, broadcast on-line, facing the parliamentary committee responsible for the portfolio allocated to him or her. The candidate will speak first for 15 minutes, then answer questions. Finally, the appropriate parliamentary committee will complete its assessment of the candidate within 24 hours of the hearing, reserving the right to require further information in writing. A separate assessment report for each Commissioner-designate is then sent to the Conference of Committee Chairs and the Conference of Presidents of the European Parliament which (unless they decide to request further information and following an exchange of views) declare the hearings closed. If a candidate is rejected by the MEPs, the President of the European Commission must nominate another.

Finally, during the 20 – 23 October session in Strasbourg, the Commission as a College will be subject to a vote of approval by the European Parliament. On the basis of this approval, it will be appointed by the European Council, by qualified majority decision, before formally taking up office at the beginning of November.

The hearings will therefore take place during September and can be followed live on the Internet at the European Parliament website. We understand from internal sources that some of the candidates will be working hard on the policy and political areas they are not yet completely familiar with, while others will be taking intensive language courses. Members of the European Parliament will be unsparing in their questioning of the candidates. These hearings are an exercise in transparency and democracy that will be well worth following.

Oktober in Straßburg.

The new Parliament, elected on May this year, is preparing to face the great cultural, social, economic and political challenges. The responses coming from the hemicycle will determine the future of the European Union. Edoardo Zin, vice-president of the Saint-Benoît Institute (www.robert-schuman.com) which promoted the cause for the beatification of Robert Schuman, now in its ‘Vatican’ stage, wrote this “Decalogue of the MEP”. A commitment to Europe articulated in ten commandments.

I. THOU SHALL NOT IDOLIZE POLITICS

Always act in a spirit of service, without being servile. If politics is meaningful for you, make it be meaningful also for your colleagues and your voters.

II. THOU SHALL WORK FOR THE COMMON GOOD

Do not look only to the good of your voters or your country, but to the good of Europe as a whole. It’s the “whole” that matters, not the detail. Europe is not identified with the euro. It is only a means to realise a project and make a dream come true.

III. THOU SHALL DEFEND THE WEAK

When you go on a mission with your Commission, do not settle for focusing on the major projects, but go visit inmates in a prison cell, or patients in a psychiatric ward or women in a shelter or the elderly in a nursing home or refugees in a camp or children in a primary school. Reality is bigger than ideas!

IV. THOU SHALL RESPECT YOUR OPPONENTS

Especially those in countries other than your own. Remember that virtues and vices are becoming increasingly “European”. Confine conflicts to ideas and do not turn them into a clash of conflicting interests and personalist positions.

V. THOU SHALL NOT TRUST MONEY

They will offer it to you in the form of “assistance”, “little help”, “token of gratitude” for your work. In Europe, the goddess of bribery has different names, but the meaning is always the same: misuse of the resources of European citizens.

VI. THOU SHALL NOT LIE TO YOUR VOTERS

Always tell them what you think, not what you think they’d like to hear from you!

VII. THOU SHALL NOT FEIGN VANITY

Your lifestyle bears witness to the ideals proclaimed in words, by addressing also risks and challenges. You will make sure that what you get is a real success and not just the result of an image.

VIII. CULTIVATE FRIENDSHIPS, NOT INTERESTS

Establish good relationships with your colleagues from all political groups and countries. In politics, friendship means dialogue and is deeply rooted in unity and diversity, unity in diversity and diversity in unity.

IX. THOU SHALL BE ALERT

Keep your eyes open: Do not let yourself be crushed by lobbies, bureaucracy, fawners, translators, and assistants. Read carefully all the documents, listen to all opinions, but ultimately decide with your conscience, perhaps, in the evening, in the silence of your hotel room.

X. THOU SHALL ACCEPT MEDIATION

No intermediation. Politics requires compromise, which does not mean jeopardy. A politician that does not conform to the dominant thought is the salt of earth, the yeast that makes the moral sense ferment and the jolt of awareness in those around him.

III.

IV. RISPETTERAI I TUOI AVVERSARI

VI.
