On 25th March the heads of state and government of all EU member states are meeting in Rome to commemorate the sixty years since the signing of the Treaties of Rome. The top leaders of the European institutions will be present as well. Men and women, representatives of European movements, youth and seniors will join them and march through the streets of Rome to push their representatives to be bolder in pursuing the path towards the political unity of Europe. On the eve of the anniversary, at 19, in the Basilica of the Twelve Holy Apostles, Christians of all denominations and all people of good will meet for an ecumenical prayer vigil.

To the solemn memorial service, which we hope will be sober and meaningful and not just protocol, a march and a prayer will therefore be added: the march to remember the way done so far and to indicate the future objectives that Europe must achieve, a prayer as a moment of pause to resume vigour, restore strength, quench one’s thirst at the source of the spiritual values which are the foundation of the common European home.
Sixty years ago, on the Capitoline hill, the treaties that established the European Economic Community (EEC) and European Atomic Energy Community (Euratom) were signed: another of those small steps that would lead first to the European Community and thereafter, to the current European Union. The countries which signed the agreements were six. Today there are twenty-seven. The first European Community – the CECA (European Coal and Steel Community) – was born seven years before, on May 9th when the French Foreign Minister Robert Schuman proposed to accepting countries not only “to put together the production of coal and steel”, but to adhere to a supranational community, the starting point for an unprecedented political system never seen in history. Indeed, between 1950 and 1957, the six countries also joined the CED (European Defence Community), the first seed that would give rise to a common European army, and, consequently, to a common foreign policy, but the non-ratification by the French National Assembly of the Accession Treaty, made the project fail. It seemed the end of the European dream. It was the first defeat suffered by the united Europe about to be born. Even then there were the Cassandras in favour of sovereign states that celebrated the death of Europe.

But Europe was not dead. It could not die because the men of those times were coming out of the barbarism of a world war and were looking for a common country that established itself as necessary to fight the fanaticism of man against man, of the nationalism of a nation against another, of the hatred of the winner against the defeated.
History seems to repeat itself. While Rome recalls the customs union as a crucial prerequisite to start economic integration and to harmonize economic and social policies, some countries are only looking at their own private backyard as a solution to the challenges of globalization. And if, on May 9th 1950, the defeated countries did not fold on themselves, closing on their defeat, but found the courage to walk together with the winners and these took no arrogance, but the common good to work together with the enemies of a time, today nations are tearing one other apart to accommodate men, women and children fleeing war and poverty. If at the basis of the European construction there was the reconciliation between France and Germany, today the reconciliation changes name and is called “understanding”, that is the ability to “cum-taking,” to take “with you” the needs and necessities, the demand for help of entire human masses.
“All the destructive ideas that were handed down to us in the past must be replaced by the feeling of solidarity, that is, the belief that the real interest of each country consists in recognizing and accepting in practice the interdependence of all. Selfishness never pays”: so writes Robert Schuman in his book-will, an Italian edition of which, accompanied by notes and commentaries, is about to be published by AVE.

The Europe of the Treaties, which will be remembered next March 25th is certainly the Europe of the constitutional state and the rule of law, but it is not yet the Europe dreamed of by Dante, Erasmus, Comenius, Hugo, Briand, by the founding fathers. We need a Europe which exceeds the scope, that is that Europe of spirit that exceeds the law. A Europe that looks at the future and is able to renew itself day by day in a relentless work of deconstruction and reconstruction.

Who looks at Europe with skepticism, with hypercriticism, cynically and sometimes with ignorance, go and patch up the cracks because the risk of living in solitude which condemns the modern man to despair, can also lead to the failure of everybody’s history. Today it is necessary to color Europe with our hopes.

Ever since the result of the British referendum to leave the EU, increasingly urgent questions have been circulating on the future of European integration. Last September, the Heads of State and Government of the EU27 adopted the Bratislava Declaration. This was the first stage of a top-level process of reflection on the future of Europe that is expected to end with a summit meeting in Rome marking the Treaty of Rome’s 60th anniversary. Right now however, Europe is treading water, as was clearly seen at the informal EU Summit on 3 February in Valletta, Malta. According to the official agenda, the European Council was supposed to have had detailed discussions on fundamental aspects of European integration. Yet again however, the meeting was high-jacked by the issue of migrants and international relations.

This is a real pity. It seems that “official Europe” will not budge an inch while waiting for the results of this year’s national elections. In the meantime however, European “civil society” shows a greater willingness to take the lead. We should bear this in mind when examining the initiatives of the European Economic and Social Committee and the European Committee of the Regions. The latter has just launched an enormous consultation process asking citizens for their views on Europe. This is also the context for the theme “Europe at the Crossroads” selected by Justice & Peace Europe for its annual “Concerted Action”. Agreed at Justice & Peace Europe’s general assembly, Concerted Actions are strategies to be implemented by the network’s thirty national commissions.

The basic document setting out the “Europe at the Crossroads” Concerted Action will be officially launched on Ash Wednesday, and shall be published in a number of European languages.

To continue the process of European integration, it is essential to get as many EU citizens on board as possible. Part 1 of the document will therefore present an analysis of the current state of affairs and call for the EU to implement concrete measures to restore confidence among EU citizens and reinforce their sense of belonging in the Union.

Part 2 will outline ten key measures which will form the basis of debates national commissions will be organising in their home territories, and which the network will also be conducting at European level. These key measures include the following:

Reforming the European asylum system – In order to maintain the universal right of asylum, the common European asylum system urgently needs to be reformed. Member States’ obligations in relation to collective supervision of their common external border should always respect the need to protect asylum rights.

Promoting the European Pillar of Social Rights – This policy priority proposed by the Commission in 2016 would act as an overarching social protection framework for all EU citizens.

Negotiating fairer international trade agreements – Free trade agreements, especially those with developing nations, should entail acceptance of EU social and environmental standards by the non-EU parties.

Reflecting on the digital revolution – Given the impact of digital technology on employment opportunities, the European Commission should consider organising a major European conference on this theme with its social-sector partners.

Introducing Euro 2.0- Among Eurozone countries a Euro 2.0 must be negotiated with the inclusion of political, economic and tax criteria to be met before its entry into force.

Harmonising tax – Within the Single Market there should be harmonisation on a single set of rules for corporate taxation, and remedial action should be taken to correct VAT collection where found necessary.

Reforming the Carbon Emissions Trading Scheme – Measures should be taken to reduce emissions in economic sectors not covered by this scheme and to promote the circular principle in the manufacture, consumption and recycling of goods in order to help Europe to make a credible contribution towards combating climate change.

Greater solidarity with poorer Member States – The European External Investment Plan should be increased to support the countries in deepest poverty.

Promoting peace – The EU needs to reinforce its common security and defence policy as well as its soft policies to promote peace with a view to disarmament and an effective control of arms exports.

Strengthening democracy – One idea worth consideration is the strengthening of democratic legitimacy by electing at least 10% of the members of the European Parliament from transnational party lists.

Pope Francis has encouraged Europeans to reflect upon the spirit of European civilisation, which he has defined as its capacity “to integrate, to dialogue and to generate.” Justice & Peace Europe views its initiative as a practical implementation of this invitation from the Pope.

(source: Europeinfos #202)

Rinegoziare i trattati commerciali internazionali.

We will soon commemorate the 60th anniversary of the Rome Treaties and current EU leaders will praise those men who made it possible. Pressed by growing Euro-scepticism, they may be tempted to idealise the clear and precise political vision that brought lasting peace to Europe through the Economic Community and Euratom. The reality is, however, that those treaties were not the original plan, but only an attempt to bring some oxygen to a dying community. In fact, the Rome Treaties were the outcome of flexibility, perseverance, and a friendship that blossomed in the search of the common good.

A peaceful revolution

It all began seven years earlier, when the French foreign minister Robert Schuman proposed a fresh new start to the leader of Western Germany, Konrad Adenauer. After World War II – and the many previous Franco-German wars, Schuman envisioned a new relation based on forgiveness, respect and fraternity, rather than retaliation and power. As soon as they met, these two Christian men knew that they could trust each other, and felt that Providence entrusted them with the mission of bringing about this peaceful revolution.

The specific plan came from Jean Monnet, who thought that the joint management of the coal and steel (which were feeding the war industry) would make war impossible between the partners. It was meant to be the first of a series of communities that would forever bind the peoples of Europe.

Common good: a binding goal

What shape should that united Europe take? They didn’t know. And they didn’t care so much. What was important was to walk the way together. What was important was to change the hearts of Europeans, so that they would build a real community. In Schuman’s words, “the community proposes the same objective to each partner, which the philosophy of St. Thomas calls ‘the common good’. This exists far from any egoistical motives. The good of each is the good of all and vice versa” (Robert Schuman. Ed. Fayard, 2008, p. 536).

When Alcide De Gasperi (Italy) and Paul-Henri Spaak in (Belgium) heard about this plan, they didn’t want to be left behind in the adventure. Despite belonging to different political families (Spaak being a Socialist, Adenauer, Schuman and De Gasperi Christian-Democrats), they believed that they had the moral duty to change the course of history. They put Europe above all national or partisan interests.

The human being at the centre

They had all lived through two world wars and were above 60 years of age. They were ready to sacrifice their own political careers and reputations to leave a legacy for future generations. Inspired by personalist philosophers such as Jacques Maritain and Emmanuel Mounier, they wanted to build a new society based on human dignity, respect for freedom and democracy, as well as a humane economic system with the person at the very core.

The Holocaust had made them very realistic about the fragility of good intentions. Societies fall too easily into hate and selfishness. This is why a system of negotiation should be institutionalized, making countries and persons so dependent of each other that war would become simply impossible.

The fiasco of a European Army

These men, however, tried to go too far too fast, and only two years after the European Coal and Steel Community (ECSC) was in place, they agreed on a European Defence Community (EDC). They imagined a common army, with a single command. In order to appoint the chief commander, they intended to establish a European Political Community (EPC). They drafted the treaties, and signed the first one. The history of Europe would have been very different had the French assembly not voted against ratification of the EDC. But it was rejected, and there was no plan B, so the founding fathers were devastated. They feared that the ECSC would stagnate and Europe would eventually go back to its old nationalistic ways. De Gasperi died shortly after the European Army fiasco, Schuman was replaced in the French foreign ministry and Adenauer thought that the European dream was over and he should turn to the United States.

The idea of a Common Market

And then the Dutch liberal Johan Willem Beyen came up with the idea of a common market, inspired by the strong cooperation of the Benelux countries. In the meantime, Monnet was working on another plan to revive the “community spirit”: an institution to jointly manage the peaceful use of atomic energy. The six partners discussed both projects. France did not like the common market, and Monnet was persuaded that it was premature to propose a common market. Germany, on the other hand, did not want anything to do with atomic energy and initially rejected Monnet’s plan.

Finally, the six found a compromise and they approved both projects in two different treaties. On 25th of March 1957, the signatories knew they were making history. The streets of Rome were filled with joy and hope, with posters around the city recalling the reason: “Six peoples, one family, for the good of all”. There should be no winner or loser, no division between rich and poor, north and south, only the dream of expanding the family by always renewing the “community spirit”. It would be the task of future Europeans to decide how to continue the quest for an ever-closer union.

I sei partner discussero entrambi i progetti.

Come on, do not start laughing. No one seems to have noticed, but the euro zone is starting to go strong and, sooner or later, the positive effects of this growth will be felt on citizens. Maybe even those who today are angry and want to vote 5-Stars Movement, Marine Le Pen or the Alternative for Germany.

For now, pessimism reigns supreme. Between the immigration crisis, the spectre of populism and Brexit sword of Damocles, not to mention the mystery Trump, the atmosphere is not nice in the corridors of Brussels and in the streets of Paris, Berlin or Rome.

In European capitals talking is only about how to avoid the worst, with the usual recipe: either “more integration” – even if no one wants the United States of Europe – or a “multi-speed” Europe, but actually this already exists and does not solve much.

Trump’s Americans add fuel to the fire, predicting improbable implosions of the euro or a forced way out of Greece – deplorable attitudes from historical allies, united by decades under the protection of NATO and by very important commercial relations.

But all this is “political fuss”. Better to focus on facts, and not the “alternative“ ones much beloved by the US President.

Here are some true facts: in 2016, the euro-zone grew faster than the US, 1.7 percent versus 1.6 percent; European GDP has been positively growing for 14 consecutive quarters; unemployment is low and companies are hopeful in the future.

But it’s not peaches and cream everywhere. Successful stories such as Spain, which is growing at more than 3 percent per year, are mixed with nightmares like poor Italy, which is struggling to stay afloat.

In any case the overall picture is very different from the popular and populistic image of an economic blockade drifting with sclerotic labour markets and incapable governments.

The problem is that few defend the “European tiger”, partly because it’s not convenient to praise the euro-zone. It’s instead really convenient for the national leaders and opposition parties to attack Brussels when things go wrong at home while European bureaucrats are either verbose (the Commission) or uncommunicative (the European Central Bank).

When I asked a senior official in Brussels who was, according to him, the best spokesperson of European optimism, he said: Klaus Regling, a nice German gentleman who is head of a European financial agency but not really a big speaker or a man on everyone’s lips.

The great statements on Europe should come from Angela Merkel, from Mario Draghi as well as from François Hollande, Jean-Claude Juncker and Paolo Gentiloni.

They should be the heirs of Jacques Delors, Francois Mitterand and Helmuth Kohl. We have Regling instead.

If economy continues to grow this way, perhaps oratory will be superfluous. Maybe people will realize that the situation is improving and will cease to believe in the simplistic answers of populists.

But for the moment the polls show that many voters do not see, or refuse to see, the benefits of this recovering economy.

So, instead of talking about a Europe “on the brink”, or on a very low economic level, it’s about time the leaders of this continent so mistreated explained what’s working. Because something that works exists.

Until the truth is self-evident, politicians and central bankers will need to act as its megaphone.

Francesco Guerrera – La Stampa/Origami – nr. 66/2017

No, dai, non mettetevi a ridere.

The social models in Europe are facing fundamental challenges. On the one hand, the effects of the economic and financial crisis on employment and social cohesion are making a strong impact. On the other hand, Europe is facing major challenges not only in the field of computerisation but also, in view of demographic change, with the integration of refugees and gender equality in the labour market.

The official Sponsors of the European Office for Catholic Youth Work and Adult Education welcome the long overdue attempt to establish a balance between the economic and monetary union and the social and employment policy, and have therefore contributed to the EU consultation. However, in order to reduce the disparities between the EU Member States, other minimum standards in European employment, social and educational policy are required. Given the large number of featured topics, the Catholic sponsors have focused on three: “Skills, education, and lifelong learning”; “Flexible and secure labour contracts” and “gender equality and reconciliation of work and private life”.

Investing in lifelong learning

According to Article 14 of the Charter of Fundamental Rights of the European Union, every person has the right to education and to have access to vocational training and continuing education. Therefore the Catholic Office sponsors are calling for the implementation of the European Commission’s proposals for national reform programmes for various Member States. These reforms seek to tackle the excessively low overall spending on education and and call for greater investment in education. The subject of the reforms relate to both non-formal education, i.e. extracurricular education (in which people engage in personal and social education outside formal curricula), as well as in formal education, (i.e. the public education system).

What the Member States have been spending on education up until the present is not sufficient to allow socially disadvantaged and also newly-arrived refugees to get access to the educational system. Digital participation, (i.e. participation opportunities of any kind in the digital age), must also be opened up to all EU citizens. 70 million Europeans are at risk of being left behind, not just in the field of digital literacy. Therefore, further training in all areas is urgently needed.

Promotion of social inclusion in Europe means that a holistic approach to education for lifelong learning must apply in Europe. Such an approach must go beyond a merely labour market-oriented understanding of education. The Catholic Office sponsors therefore request that the Skills Agenda for Europe, newly introduced in 2016, should be developed further. The Agenda is a ten-point list of measures created by the European Commission for improving skills in Europe.

The Agenda includes, for example, vocational training as the first priority across Europe for low-skilled adults to receive a minimum level of literacy, numeracy, and computer skills. Efforts are being made to develop tools that can identify and profile the skills of third country nationals. The Catholic Office sponsors also call for a further development and continuation of the EU Youth Strategy, which has been in existence as the European framework for youth policy cooperation since 2009.

Increase in precarious working conditions

In Article 153 of the EU Treaty, the Union supports the exclusive national competence of the Member States in the following fields: working conditions, social security for workers, and protection of workers at the termination of the employment contract. From the perspective of the Catholic Office sponsors, it is a matter of great concern that precarious working conditions are on the increase throughout Europe. Too often, workers’ employment is extended on a temporary basis following a fixed-term employment.

This hinders one’s own family planning, volunteer work, security, and makes long-term planning difficult. If they are to implement the right to work, the European Office representatives are asking the European Union to develop a more proactive labour market policy. It is important that precarious working conditions should be defined in a similar way throughout Europe, so that minimum standards can then be introduced in the Member States.

Gender equality

The Employment Equality Directive (2000/78/EC) relating to employment has been implemented in all Member States. Despite this commitment, the 2010-2015 strategy for equality between men and women was discontinued by Member States because of a block by the European Council and there are still major differences in earnings between men and women and also in the reconciliation of work and family. Women are still paid less per hour and are found more often in part-time work, even if they have higher educational qualifications than men.

Reasons for this include a lack of available care facilities for children and other dependent persons, and also working conditions that are not family-friendly. Therefore the Sponsors of the Catholic Europe office are calling on the EU Member States at the very least to find some agreement on the Directive (2012/0299/COD) to ensure a more balanced representation of women and men among the non-executive supervisory directors of listed companies, so that it can enter into force. In addition, the European Commission should, as part of its public campaigns, promote the topic of equality, so that awareness in the public sphere will be strengthened.

In lebenslanges Lernen investieren

Back in the days when the talk was all about the steps towards creating the European Union, a whole range of promises were made. Unification would safeguard peace, and the Union would expand. It would benefit disadvantaged areas through regional financial assistance. Borders could be made more open, to promote trade and make products more reasonably priced. Bureaucracy would be reduced, economic growth would be promoted and employment market conditions would be improved. People could travel freely throughout Europe, without obstacles at the borders or the expense of constantly changing currency.

These were the promises. So what has happened? All these things were introduced. Proof of this lies in empirical data. But it only corresponds to half the truth. Our part of the world lives in comparative luxury. But the other half of the truth is that these achievements are now beginning to crumble, not so much through the fault of Brussels, but rather because of the selfishness and negligence of people, groups and nation states.

Loss of order

The old (sometimes romantically imagined) order of peoples, groups and nation states has broken down, but a new spiritual order has not yet moved in to replace it: we live in an “interregnum” of fragility, liquidity, ambivalence. Within this vacuum, authoritarian movements have come to the fore.

Firstly, the breakdown of the “canopy” of common values means that people are becoming more insecure. They are on the quest for a “Cosmos”: a unified, consistent constellation of values. A source of meaningfulness is needed: unity of standards has for a long time been determined by religion, then by nationalism, and finally by rationalism and modern ideologies such as Marxism. The weakening of such systems of meaningfulness has for a long time been bridged by affluence and consumption: people who buy from one another are hardly likely to shoot each other. But it appears this is not enough in the long-term, especially when cracks begin to show in the promised growth in affluence. The authorities are promising a restoration of the “right” values, using methods that usually lie far apart from those values. But in a pluralised and individualised society, it is impossible to have a mutual value system, or a comprehensive culture of leadership or a system of socially-oriented attitudes.

Secondly, people have tribal instincts: a desire to belong, nostalgia for a homeland, a nation. They search for a feeling of community, the sources of which are dwindling, and they seek integration and inclusion; but the groups are in a state of flux. Nationalism, too, is nothing more than a bigger version of “tribal thinking”, maybe the biggest possible (which would make Europe impossible as an object of identification). Authorities promise the restoration of the “tribe”, a closing off from those outside, the reconstruction of a state completely contained by a closed border, the elimination of everything foreign.

Thirdly, people no longer know what is happening. The lack of transparency in all areas of life has become a strain – stressful and overtaxing. The world is strange, everywhere they look. The answer to what can be done always seems to get tangled up in complexity. The authorities promise the simple solutions: the leaders, who after all originate from the “substance of the people”, will slash through the Gordian knot. But there are no Gordian knots any more; if there were, the people involved wouldn’t find them, and if they did, they would have no swords to slice through them.

Fourthly, everything builds up gradually into a scenario of fear. Everything becomes uncertain, from life at home right out to the whole world. Fear is the universal reaction, especially when the very material basis begins to totter. Only authoritarians dare to promise security. There would be no problem if only the guilty parties could be named… Everything can be made good again: a community of “us” versus “them”; mob rule; fear turning into hatred.

What can we do?

People do not enact tax laws with their hand on the Bible, but as a responsible person, a European, a Christian. Let us do what we have to do, but do it decently.

Firstly, we should not abandon common sense. We should avoid succumbing to euphoria or panic. We should not act like “celebrities” by putting ourselves under the spotlight. Nor should we crawl away into a corner as if hounded. We should keep cool – very cool.

Secondly, we have to cling to the belief that every person has the freedom to act, that they are not merely a bundle of social influences, that they are indeed responsible for their own lives. They should not “dumb down” their lives as self-styled victims or the opposite, jokers, but should “get a grip” on their lives.

Thirdly, people should pursue their own religion while also caring for their “neighbours”, the majority of whom, after all, have the same spiritual roots. Doctrinal teachings are open to interpretation, and they need to be capable of alignment with social configurations. When talking to representatives or followers of other religions, it need not always come down to questions of dogma.

Fourthly, it is important to be able to work out a scale of feasibility. Anyone can wish for or ask for something, but that is a cheap transaction. It is much harder to cultivate tenacity through sharing expertise and willingness to compromise, using sound judgement and reflection, to broaden the scope of what is feasible into the realm of what is desirable.

Fifthly, people should not be fearful. Christianity, Judaism and Islam all refer to God’s trust in people. Whatever happens in this world, we should not be prey to fear.

Angst in Hass transformieren.

“Europe is not a superstate nor a sophisticated technocracy, but a coexistence of diversities, able to make them work together and integrate them within the horizon of the meaning of a personalistic humanism”: it was reaffirmed by Cardinal Angelo Scola, Archbishop of Milan, on December 7th on the occasion of St Ambrogio’s celebrations.

The words seem to echo Robert Schuman’s ones, who dedicated his life to the construction of Europe: “This set of states cannot and must not remain an economic and technical enterprise: it needs a soul, a conscience of its historical similarities and of its present and future responsibilities, of a political will to serve man “.

Today, Europe is dying because it is stuck in an ultra-liberal economy and a wild finance; its politics is limited to partisan selfishness. It is stifling Europe’s vocation to be “the most valuable part of the universe, the pearl of the planet, the intelligence of a large body “.

Europe appears deprived of a soul that allows it to be master of its own destiny; its heart, capable in history of building cathedrals whose spiers pointed the minds of its inhabitants to the sky, is now blocked by an exorbitant well-being in the hands of a few. Its role, which was to bring together peoples separated by hatred centuries old, is now dissolved in the construction of walls and barriers, place of hostility, of rivalry, of fences. And ‘wound on one side by the terroristic violence and weakened on the other by xenophobia if not by racism. Why all this happened? According to Archbishop Scola in conscience has failed the value of man understood as a person in its whole.

The crisis of Europe is therefore above all a crisis affecting the man who thinks and loves and is able to be moved, the man who lives in a solidary relationship with others, the man who evaluates reality and is measured by his consciousness, the man who looks at what transcends it while at the same time lives his every day life on the streets of men, his peers. The archbishop invites “to recall the founding values, declined with new ways respect to the difficult times we live in”. In his speech “to the city”, the cardinal highlights four challenges that Europe must face: the wave of immigration, terrorism, the financial crisis and the political one.

“To the wave of migration – he says – is being responded with a relative approach, and in no particular order.” The financial crisis is affecting the entire continent, though not all the nations in the same way, “which complicates the problem.”

Finally he dedicates a thought to the politics that “is experiencing a historical crisis as to its reason for being,” which “cannot have its only criterion of action in the immediate approval “, and that should not be limited “to the pure exercise of power” .

It’s a echo of Pope Francis’ words on the 24th October 2016 to the delegates of the 36th General Congregation of the Jesuits: “I believe that politics in general, the great politics, is increasingly degraded in small politics … we lack those politicians who were capable of seriously putting themselves at stake for their ideals, who were afraid neither of dialogue nor of fight, but went on with intelligence and with the charism proper to politics. Politics is one of the highest forms of charity. The great politics. And I believe that biases do not help: what helps in politics, instead, is dialogue”.

American presidential candidates are not the only people who boast how “clever” they are when facing accusations that, as multi-millionaires, they have not paid a single cent of income tax for many years. There are also thriving corporations based in Europe, such as Apple, McDonald’s and Starbucks, that rely upon the legality of their actions to justify the absurdly low level of taxation of their profits.

Growing global inequality

These examples reveal that the effect of national taxation systems on redistribution is diminishing, which stands in stark contrast to globally increasing income and wealth inequality. This trend is also seen in European countries, especially in Germany, which holds the inglorious position of being top of the tree regarding wealth inequality.

While these countries have seen stagnation in earned income for more than 20 years and, according to the OECD, the low-wage sector with its “atypical employment” has expanded to take a 40% share of all employment, over the same time span there has been a clearly marked increase in corporate income and investment income. As demonstrated by Stefan Bach from the German Institute for Economic Research, however, the tax burden has shifted – especially as a result of the reforms of the 1990s – to the detriment of low-income households while indirect taxes (e.g. VAT, energy taxes) have been increased.

High-income, high-asset households, on the other hand, have seen their tax burden lightened, thanks to the abolition of some taxes (capital tax) and to tax reductions (e.g. corporate tax, flat-rate taxation of 25% on income from investments via a withholding tax). In view of this situation, there is much to recommend a Europe-wide tax on wealth to reduce the impact of the imbalances identified above.

The basic issue of justice

From a pragmatic point of view, it could be pointed out to wealthy individuals that such a growing inequality is in conflict with their best interests. In numerous studies, the International Monetary Fund emphasises that there is a correlation between rising income inequality and a significant slowdown in GNP growth. Put more simply, increasing prosperity for everybody is not achieved by assiduously piling money onto the top of the pyramid, hoping that it will then trickle down, because the upper part of the pyramid can only grow in proportion to the broadening of its foundation.

Independently of any pragmatic aspects, strong normative considerations seem to be in favour of the introduction of such a tax. Empirical findings raise a basic issue of justice. The tax system of a society is unfair if “unearned” increases in assets as a result of capital, property or inheritances are given preferential treatment in relation to increases in assets “earned” as a result of sheer hard work.

This devalues the principle that achievement must be worthwhile and that justice is related to earnings. In addition, asset increases from income sources that have little or no connection to the real economy and thus scarcely benefit the common good are rewarded, in contrast to asset increases generated by hard work.

Wealth tax as a question of fairness

As defined by the recently published book “Taxing the Rich”, by Kenneth Scheve and David Stasavage, professors who teach in Stanford and New York, one could argue that the introduction of a “wealth tax” is related not so much to the issue of inequality, but much more to the question of fairness. According to their analysis, it is justified best as a compensation for the privileged status of the super-rich, i.e. a kind of burden-sharing or recompense for the less well-off in the name of fairness.

One argument usually mainly presented against a “wealth tax” is that as a tool it is inappropriate. Doubts have been expressed that it would be feasible at national or European level, given that financial markets and tax competition are globalised. These objections must be taken seriously. Nevertheless, some convincing problem-solving approaches do exist, such as, for example the ideas presented by Peter Dietsch and Thomas Rixen, both professors of economics, in their book “Global Tax Governance – What’s Wrong With It And How to Fix It”.

If Europe is supporting taxation of this kind, this would be not only fair but also “clever”. This is how we could show that only a united Europe is in a position to make global corporate groups accountable for the common good.

Disuguaglianza globale in crescita

What’s Wrong With It And How to Fix It”.

What’s Wrong With It And How to Fix It».

The entire story of the process of European integration has been characterized by a double, constant tension: the first one between an economic logic and a political one; the second one between a supranational and intergovernmental logic. Since Maastricht, this dual tension has created an institutional structure organized around two distinct regimes (the Eurozone countries and the opt-out countries) and then two different decision-making systems, the supranational one and the intergovernmental one. The multiple crises of recent years and then the British referendum of June 2016 have put this construction in radical questioning. If crises have shown the negative consequences of an intergovernmental integration process (as the division between the states and the decision-making hierarchy between them), the British referendum has turned into a real separation the distance arisen in time between the countries concerned only with economic cooperation and those interested in deepening their monetary integration. After the British vote, the EU will not have any future if it fails to create two separate organizations: the common market one, inclusive of all Member States of the Eu and necessarily also of the United Kingdom; and a political union built around the more integrated Eurozone countries. For the first a new Interstate Treaty will be enough, for the second instead it will be necessary an unprecedented constitutional pact that realizes the principle of the union of equals. An equality promoted and protected by an institutional architecture designed to prevent the formation of prominent majorities, the activation of unilateral decision-making processes and the institutionalization of decision-making hierarchies between Member States.

This reform is necessary but politically difficult, even before than technically. In fact, it will have to be pursued in a context characterized by populist movements and anti-European feelings. Movements and feelings in turn fed by the inadequacy of the Eu in making decisions and its inability to respond to the economic and political crises that Europe is experiencing. The more citizens feel that the EU is not able to govern the problems that threaten them, the more they will turn to their national governments that, taken individually, will not however be able to do so. It is this sense of uncertainty about the future that continues to fuel the refusal if not the skepticism towards the EU. For this reason, the reform will require courageous leaders to be realized.

In the light of recent events, we must reaffirm that today we need more from Europe. Is it possible to think that in the vortex of the globalized world, where many schemes and parameters have fallen through, it is possible to live distancing the one from the other? This has nothing to do with some form of internationalism that creates a confusion of peoples: being a people, in fact, means having a mission at a highest community, as each people has a wealth of history and culture to offer. Only in this way Europe will be the place of the overcoming of every form of chauvinism, which aims at excelling and imposing on the individual members: every reality, in fact, becomes what it should be only within a greater harmony, of the European spiritual community. The nationalisms are not won either with forced homogenisation, which is a subtle expression of violence, or with the myopic irenicism which is a sophisticated form of ethical deviation and cancellation of identity. Let no one think that a repetition of a Eurocentric view of the world is required; if we look at the geography of the planet, each continent has something to bring to everyone, something peculiar, which today is emerging in a clearer and progressive manner.
The exodus of so many desperate people who knock at the doors of the continent is going on. The Holy Father never tires of recalling the style of reception and integration that requires generosity and political and social intelligence; it is a style that involves everyone, the ones who receive and the ones who are accepted. Italy is at the forefront and, despite objective difficulties, continues to do everything possible on this front that however still leaves it too alone. The Christian communities are trying to broaden the acceptance, especially the heart one, so that we can go beyond the emergency towards programs of integration for the many who – showing awareness and commitment – wish to stay.
Rather than many poor desperate people wishing to enter the continent, Europe should fear the change of the way of thinking that is being imposed from the outside. The Pope has many times warned against “colonizations” which are happening, which he calls “single thought”: it wants to force to think the same way, with the same judging criteria above good and evil. Propagandizing obsessively certain lifestyles, inculcating the principle of pleasure at any cost, enhancing the “goddess of fortune” and play instead of the taste of duty, of work, of honesty; insinuating the hassle of ties, if these do not satisfy always and anyway, making people dream a perennial youth, pushing in search of continuous evasion from real life, not sustaining loyalty to the commitments of the couple, the family and work … all this connotes a cultural mutation that alienates the person from himself and from reality, flattens on everything and immediately, imprisons in an exaggerated individualism, shown as if it were freedom. In this climate the ego stands separate, free from contacts, alone with itself. In interpersonal relationships the “neighbour” disappears, remains “the other”, “the stranger”, even the “enemy.” Who benefits from such a cultural change, which changes the lifestyles? It is evident that the isolation of the people, the fear of the others, the conflict between states, the destabilization of the family, of groups and nations, favour cynical and often obscure profiteers, dedicated to make money and gain power. It is this way of thinking that the old world should fear, rather than wooing it and chasing it complacently.
But it seems that, after the result of the English “brexit”, a few timid glimmer of conscience on what should be the foundation of European home begins to be seen: culture, that has shaped Europe in its variety. Over the centuries, in spite of wars and conflicts, a common understanding has emerged, has inspired history and civilization. Mentioning generically “our values” is useless: it can mislead the listener if it not explicited what they are, on what they are founded, what civilization they have inspired, what kind of man they have built. We believe that no man is an island, because each person is called to be realized together with the others, radically religious, because he is open to the Absolute, to God who revealed himself in Jesus Christ and whose word was the bedrock of the continent. This means recognizing in the person a world not only physical, but also spiritual and ethical, a self that, without getting lost, is fulfilled only in us together. This is the true heritage on which the Union must re-establish itself.
(Card. Angelo Bagnasco – From the opening address Cep / CEI September 26th, 2016)

mostrando consapevolezza e impegno – desiderano rimanere.
