The personality and character of the new US President raise doubts about his ability to play his role responsibly. This fact sheet of the Observatoire Foi et Culture (OFC 2017, n ° 2) focuses on some of his predecessors.

The personality and character of the new US President raises doubts about his ability to play his role responsibly. This is not a novelty. Some of his predecessors were not role models in their judgments and speeches, and the United States apparently survived.

There are those whose inconsistencies and hypocrisies led to the Civil War (1861-1865). Their names have been forgotten – Tyler (the first threatened with dismissal), Polk, Taylor, Fillmore, Pierce, Buchanan – and none was re-elected. The same goes for Andrew Johnson, the vice-president who succeeded Lincoln who was assassinated and who they also wanted to dismiss. The next, Ulysse Grant, general victorious of the Southern “rebels”, went painfully to the end of his second mandate, discredited by the venality manifested in his entourage.

The Republican Warren Harding was elected in 1920 to replace the sick Democrat Woodrow Wilson, who was unrepresented and blamed for his progressivism and interventionism in the First World War. Harding did not simply benefit from a wave of isolationism. It was not national in scope and was propelled by businessmen who bought its appointment to the party convention. The “return to normal” he embodied led him to remain popular until his sudden death in 1923. It was afterwards that the scandals broke out. He had been treated in a psychiatric home for depression. He argued all the time with his wife. Who had been his Minister of the Interior and other collaborators went to jail for corruption. It turns out that the government had to pay one of its mistresses to keep her discreet. Another one reveals that she had her entries to the White House and claims money for the girl he gave her.

But the president whose idiosyncrasies most closely resemble Donald Trump’s ones, although evidently not identical, if only because of the difference in times, is Andrew Jackson (1767-1845), whose effigy adorns the twenty-dollar notes.

In the 1820s (a hundred years before Harding), against the establishment of elitist Enlightenment supporters in New England and Virginia, who had been the “fathers” of the young nation, he positioned himself as a “populist” avant la lettre, as the champion of the “little ones”, of the honest workers that the “system” penalizes and of the courageous pioneers who are conquering the south (Florida, Texas) at the expense of the Spaniards, waiting for the west. He fought as a kid against the English during the War of Independence (1776-1783), then took part in the capture of New Orleans, where he covered himself with glory, and fighting to repel the Indians, to whom he showed himself pitiless.

Between his military campaigns, he started as a lawyer before investing in a large plantation with many slaves in Tennessee, which was then a state at the western “border” of the United States. His social position and his prestige as a soldier earned him the honor of being elected senator. In 1824, he presented himself for the presidency and came largely ahead, but without an absolute majority, before several candidates who kept on and blocked the election – until one of them, Henry Clay, brought against the promise of a ministerial post his votes to the notable and heir John Quincy Adams, son of John Adams who had been George Washington’s vice president and successor. Jackson founded then the Democratic party as an alliance of oppressed minorities and took a striking revenge in 1828 by defeating John Quincy Adams decisively. He will be re-elected four years later against Henry Clay, then will favour the victory of Martin Van Buren, his second vice-president, to succeed him.

For her presidency was immediately spoiled by what is called “the business of petticoats”. The wife of John Calhoun, his first vice-president, mounted a plot against that of his minister of war, suspected of having been a prostitute. The government was divided and Jackson had to form a parallel cabinet, without the “guardians of virtue.” He himself had been accused of bigamy because he had married a woman who was thought to be divorced when the proceedings were not over yet. For his second term, he could finally substitute with faithful ones, including Van Buren, Calhoun and others who had opposed him (without their women pushing them) on many other issues, including the Federal Bank, which he wanted to remove as a monopoly favourable to the rich (which makes ironic the tribute paid to him on the twenty-dollar bills).

Otherwise, he established the so-called spoils system, whereby the elected president grants all the important positions in the federal administration to his friends. He continued the repression of the Indians west of the Mississippi, which resulted in a forced exodus where many died en route to what is known as “the trail of tears.” He also succeeded in extorting from the king of the French, Louis-Philippe I, considerable compensation for American ships, their crews and their cargoes seized during the continental blockade under Napoleon I. He remained popular almost to the end, thanks to his demagogy, his enemies said. But opinion turned against him in 1837 because of the financial crisis imputed to his banking policy that forced to pay in gold coins.

Brutality did not scare him, whether verbal or even physical. His anger was famous. Before becoming president, he had fought a duel countless times and had killed at least one man. On his deathbed he declared that his only regrets were that he had failed to have John Calhoun shot and Henry Clay hanged. He was also the first president who they tried to assassinate. He was in power when Alexis de Tocqueville visited America and wrote on his return: “General Jackson, whom the Americans chose […] to place him at their head, is a man of violent character and of average capacity: nothing in the course of his career had ever proved that he had the qualities to govern a free people. “ The future will say if this judgment on a president who has, among historians, only condescending detractors or enthusiastic admirers, will be used, and how far, for Barack Obama’s successor.

On the occasion of World day against trafficking in human beings, 30 July, the network of Caritas organisations from the Euro-Mediterranean area launch a new report to cast the spotlight on the poor level of prevention of trafficking in conflict and post-conflict situations. Because of that, many vulnerable people who are fleeing from danger end up in the nets of unscrupulous criminals every year.

The report, entitled “Trafficking in human beings in conflict and post-conflict situations”, is the result of a research and actions conducted by Caritas in 10 countries of the Euro-Mediterranean area: Albania, Armenia, Bosnia-Herzegovina, Bulgaria, France, Kosovo, Lebanon, Romania, Turkey and Ukraine. The national Caritas organisations in these countries identified risk situations for vulnerable people and took actions to tackle them.

Along with the results this research, the report includes a series of recommendationsfor the national governments, the United Nations, the European Union and international donors to improve the prevention, the identification, the law enforcement and the protection of victims of trafficking for child, sexual, labour and organ exploitation.

“With this report, we want to increase the knowledge of all stakeholders in acts of trafficking in human beings and to offer them methods for intervention that best reflect the situations regarding the specific vulnerabilities of children and adults at risk of being trafficked, both during a conflict and in the longer term,” said Geneviève Colas, coordinator for the research and action at Secours Catholique-Caritas France and coordinator of this report.

Four examples from the findings

In Albania and in Lebanon, the national Caritas identified that the different authority representatives that are actively engaged with the reception of migrants and asylum seekers were not skilled enough to identify risk situations and people at risk at an early stage. Hence, Caritas Albania organised 7 trainings for 205 authority representatives from such areas as social services, education, labour market, judicial and police force. In Lebanon, Caritas’ trainings were focused on those police officers who work directly with arriving migrants and refugees.

In Turkey, Caritas cast the spotlight on child labour and child marriage. Caritas Turkey has collaborated with schools attended by Syrian refugee children and trained teachers on early identification of pupils at risk.

In Armenia, labour exploitation was identified as a main source of trafficking. Hence, Caritas Armenia runs several programmes to microfinance migrants’ and refugees’ economic activities to allow them to live by their own means, thus been more resilient to traffickers.

www.caritas.eu

Quattro esempi tratti dai risultati

Although the TTIP is an agreement being negotiated primarily at European level, its consequences will also be felt at national level. The same is true for CETA (Comprehensive Economic Trade Agreement) between Canada and the EU. What are the most significant bones of contention?

Defenders of TTIP refer to three key arguments. First, they claim that this kind of agreement enables more growth and thus greater prosperity, although all its forecasts (for example those which predict 2% more growth and 17% more trade) are extremely uncertain. What is not being addressed here is the extent to which poorer countries and ethnic groups stand to profit from TTIP. Second, TTIP supporters argue that doing away with non-tariff trade barriers (such as technical standards) will ease trade. However, there are concerns that this could lead to the dismantling of social and environmental norms (like the precautionary principle, a core ILO standard). Third, they argue that people should also consider the geostrategic objective of establishing standards for future world trade agreements, thus bolstering the western economic bloc and gaining a head start over the Chinese, for example.

Critical questions

TTIP affects the fundamental values and standards which underpin the European Union. Criticism of TTIP takes many forms, so we can only outline a few of them here. Negotiations are being conducted mostly behind closed doors and lack a great deal of transparency. Moreover, it is unclear how far the European Parliament and the national parliaments will need to agree with them. All of this contradicts the principle of proximity to citizens, and that could further aggravate the current European crisis.

In the opinions of many experts, TTIP undermines existing sovereignty. The proposed protection of investors contains clauses which allow companies to claim damages and place other obligations on Member States in arbitration tribunals exterior to their existing legal systems. There is no need for this, given that all Member States involved have well-established legal systems which offer perfectly adequate protection to investors. On international level, the dispute settlement procedure has proved itself to be reliable within the framework of the WTO and has led to behaviour which complies with the terms of the contract.

What is totally unacceptable is the planned ‘Regulatory Cooperation Body’ (RCB), let alone the other expert committees which will be continually updating the ratified agreement without parliamentary consensus. The RCB will even be consulted at the early stages of national legislative processes.

Social and ecological criteria

Under no circumstances may a liberalisation of trade through TTIP be allowed to weaken the social market economy across wide stretches of Europe. But this is exactly what would happen if powerful companies were to stand outside national jurisdictions. No one can deny that governments have sometimes failed, but, equally, one can point to just as many market failures. Especially problematic are the so-called ‘negative lists’ which specify that all sectors can be liberalised unless they are explicitly listed. A better approach would be to provide a positive catalogue explicitly listing the areas in which such liberalisation openings are advocated.

The EU promotes growth that is environmentally-friendly (green). Yet this aspect hardly ever comes up in the negotiations. It would therefore seem fitting to look in greater detail at the implications of increased trade, especially its impact on climate change, since more transport will generally lead to higher emissions pollution. Not only that, it will promote a lifestyle which revolves around consumption. What is at stake here is the coherence of the various EU policy fields; it also affects the sustainable development goals (SDGs) to which the United Nations and the EU signed up in 2015.

Where does this leave the poorer countries?

For a long time, the EU has given particular support to the poorest countries of the global south (ACP), and this is now incorporated into the framework of the WTO. However, trade agreements being brokered between powerful economic blocs are undermining these joint framework conditions. Most third countries will end up worse off through the effects of diverting trade, an anticipated by-product of TTIP, which means that poorer countries will be the very nations that will see their market access decrease. If poor countries are shut out of such negotiations, this will also run counter to the principle of procedural justice.

It is still too early to make any final judgment. Whatever happens, we must keep a highly critical eye on how further negotiations unfold. This calls for the greatest possible level of transparency, without any time pressures, and also for the democratic involvement of parliaments and the inclusion of civil society.

I difensori sostengono soprattutto tre elementi principali.

In contrast to the Fascist movements of the early 20th century, neo-right parties in Europe no longer pursue the objective of the abolition of liberal democracy, but its internal “transformation” through an ethnic consolidation of the political sphere. The Fascist differentiation between master races and inferior races has been replaced by the principle of peaceful co-existence between different ethnicities. The ideology of the so-called “ethnopluralism” affirms the concept of human rights, but erodes their universal substance with a racial interpretation of the term “nation”.

Given this general picture, the party agenda of the FPÖ (Austrian Freedom Party) under Jörg Haider called for human rights to be extended to include the “right to a homeland”. However, the protection of the “homeland” is not a human right that can be enforced by the state, since in a liberal democracy, the meaning of “homeland” or “cultural identity” is continually renegotiated in public debates on the basis of freedom of expression and freedom of assembly.

Defence of the “Christian West”?

What of necessity remained a vision for Haider is currently being implemented in reality by Viktor Orban. The first major project of the Fidesz government on its re-election in 2010 was a new constitution in which human rights are “embedded” in the idea of a Christian nation. Orban therefore sees himself as the defender of the “Christian West”. The Constitutional Court is obliged to justify its decisions on the basis of the preamble, i.e. in the light of the myth of a Christian nation of Hungary. As the protection of the body of the people is raised to a function of the state, the Hungarian government counters opposition groups, who represent an alternative idea of nationhood, with state authority.

The current term “populism” seeks to play down the ideological orientation of the New Right, which refuses to be diverted from its purpose by changes in the mood of the “people”. Rather, neo-right parties always know what “the” will of “the” people should be and, above all, who belongs to the people. Roma, Jews, atheists, socialists and avant-garde artists are generally not counted as an integral part of the body of the people. As the neo-right ideology threatens from the inside a constitutional democracy committed to universal human rights, this is, technically speaking, “post-Fascism” or, as Orban himself openly states, an “illiberal democracy”. In order to prevent any misunderstandings from the start, it should be stated that despite the new admiration of Horthy, Orban is not a Fascist; that would seriously misrepresent his position.

Demarcation from Muslims

The current movement of refugees shines a rather harsh light on the objections of Christian post-Fascism. The Orban government announces, some would say without any regard for human rights or any Christian scruples, “We don’t want to live together with Muslims.” This nationally motivated demarcation is seamlessly aligned with gestures of contempt and humiliation. Civil war refugees are declared wholesale to be economic migrants, their care passed to private volunteers and their undesirability publicly broadcast.

Hungary is harshly criticised for its treatment of refugees and Roma people by the Council of Europe and its Commission Against Racism and Intolerance. “Any form of contempt, if it intervenes in politics, prepares for or introduces fascism,” as Albert Camus perceptively stated decades ago.

There are indications that the Christian churches in Hungary supported the policies of Viktor Orban, himself a member of the Reformed Church, from the start. Hungarian Catholic bishops publicly call for people to pray for Orban in their masses. Some in the Reformed Church even sympathise with the extreme right Jobbik party. Only the Lutheran church maintains a certain distance from this power. Consistent with the Christian character as outlined by Catholic Church leadership, the humanitarian ideals of Europe and the “Christian West” are not, however, to be defended by a return to politics based on ethnic principles, but by a generous state asylum policy and the dedication of voluntary aid workers who warmly welcome refugees at stations, in gathering points and at borders, supply them with essential needs and offer them accommodation.

(source: Europeinfos #190)

Difesa dell’“occidente cristiano”?

Escludere i musulmani

Pope Francis addressed his encyclical letter Laudato si’ on care for our human home to every person living on the planet. It has received an overwhelming echo all over the world. Most of the reactions have been positive. Indeed the Holy Father has expressed the single issue for our times that most concerns humanity. Pope Francis has not only spoken to all but he spoke on behalf of all of us. He has done so very modestly by taking into account the teaching of his predecessors, of fellow bishops and other religious leaders, by accepting the insights of modern science and by refusing to offer political remedies and technical fixes. After reading this long and beautiful letter I would like to share a few comments from a European perspective as President of Justice and Peace Europe.

Laudato si’ forcefully insists that debates on the environment must integrate questions of justice. Pope Francis tells us “a true ecological approach always becomes a social approach”(N°49). A valid response to the ecological crisis can only arise if the common good is pursued from the perspective of the excluded. Assuming this perspective in Europe is not as simple as in other parts of the world, as Europe is the richest region of the world. Therefore Justice and Peace Europe, as part of the wider Justice and Peace movement of the Catholic Church, feels encouraged by the encyclical letter to continue its mission to promote social justice in Europe and to do so especially in the context of the European organisations and their institutions.

Laudato si’ has reminded us with great clarity that the depletion of some natural resources, water in particular, creates a serious risk for peace. New forms of war and armed conflict have come upon us. The Organisation for Security and Cooperation in Europe (OSCE), the Council of Europe and the European Union (EU) – the latter being on the brink of redrafting its outdated Security Strategy – should fully take into account the growing risk of environmental wars. Justice and Peace Europe together with its numerous partners will support efforts to prevent such conflicts.

Laudato si’ leaves no doubt that climate change is mainly the result of human activities. Stopping climate change requires a change of life style in the richer regions of the world, including Europe. The Pope’s letter is a generous invitation to reduce our energy consumption, change our transport modes and move towards a circular economy. It is a friendly call to Europeans to discover other forms of well-being. It is also – at the political level – an encouragement to fully accept the idea of differentiated responsibilities (N°52). Some poorer countries especially will need substantial help to adapt to the consequences of climate change. Justice and Peace Europe therefore asks the European Union and its member states to offer additional funding for the UN’s green climate fund, which should provide $100 billion a year by 2020 for the most affected and deprived regions in the world. Credible funding for climate adaptation is a key to success for the forthcoming climate summit in Paris.

Laudato si’ teaches us that there is no solution to the current ecological crisis without a global consensus. “Everything in the world is connected”, writes the Holy Father. Therefore the isolated action of a single nation is laudable and often useful in order to make a first step but it is not sufficient. Because of the transnational character of the economy, and especially the financial sector, the power of nation-states is further diminishing in the 21th century. For Justice and Peace Europe the European Union remains – despite indisputable shortcomings – an appropriate response to these “Rerum novarum”, to this revolutionary change. Based on the rule of law it may inspire new forms of global governance on ecological matters and lead “to planning a sustainable and diversified agriculture, developing renewable and less polluting forms of energy, encouraging a more efficient use of energy, promoting a better management of marine and forest resources, and ensuring universal access to drinking water” (N°164).

Laudato si’ is a forceful argument for better safeguarding and protecting God’s creation. The loss of bio-diversity is a global phenomenon because of “short-sighted approaches to the economy, commerce and production” (N° 32). It also affects Europe. In its recent report, the State of nature in the EU, the European Environment Agency has stressed the success of the EU Species Action Plan yet assesses that the outlook is favourable for only 16% of habitats and 23% of species. Thus, Justice and Peace Europe supports efforts to reinforce conservation measures.

Finally, Laudato si’, reminds humanity of the need to renew itself. Without respect for the dignity of every human person, “the worth of a poor person, a human embryo, a person with disabilities – to offer just a few examples – it becomes difficult to hear the cry of nature itself” (N°117). The Holy Father has stressed the connection between an adequate vision of the human being – an authentic anthropology – and the challenge to get the ecological question right. Justice and Peace Europe will contribute towards promoting this renewal in its dialogue with the European Union.

The emerging countries of Latin America are experiencing a change of era in which 600 million people (of all Latin America, according to 2013 statistics) are trying to create new paradigms of existence and are looking closely at the events on the old continent.

The artistic richness of Europe and the charm of its progress generated expectations and curiosity in the minds of Latin Americans, starting from school desks. We Latin Americans see these countries as the “States” which, thanks to the common market, were able to apply a model of “welfare” for the less favored social classes. After the devastating Second World War, the widening of roads and cultural synergies have allowed deep discussions to build a Europe which is peaceful, united and in progress.

The ideals of the founding fathers of the European Union are currently going through hard tests in the application. When we hear repeatedly the proposal for the creation of the ‘United States of Europe”, what is European seems to be united, but everything is relative: the 28 countries that now make up the EU are experiencing conflicts and contradictions in the largest attempt of unification. Latin America sees Europe on two tracks and led by Germany and France, a series “A” Europe and a series “B” Europe; these differences and contradictions are seen more profoundly in these years of “austerity “and despite the fact that France has lost its initial role.

In my opinion, there is also a series “C” Europe, that is to say the new EU countries to which the series “A” European industry export their company-capital to get more profit. Since the birth of the experiment of unification, when in 1957 the Treaty of Rome was signed, creating the European Economic Community (EEC) that came to the euro, there was the rub of the absence of a political economy and of a common economic policy. The explosion of the financial crisis since 2008, raises the concern of Latin Americans who are in Europe for the proposed strict austerity issued by Brussels. We hope that the four freedoms of movement: goods, services, people and capital globalize solidarity and that the EU institutions do not see their citizens as customers and voters, but, instead, that all the peoples of Europe are seen and treated as human beings with the right to demand prosperity without prejudging their dreams.

In the analysis phase, we can ask this: Are the people in the old continent satisfied or happy? To whom really bring benefits the loans that the “troika” has allowed its series “B” members? The real winners of the rescue loans are not perhaps the banks, whose interests devour the hopes and prospects of millions of young people who are questioning the legitimacy of the European government that imposes its will on the peoples and national governments? We hope that the current government of the EU can work to encourage its citizens and does not only work for multinationals, because austerity measures are drowning populations and countries such as Italy.

Where is Europe going and where are its inhabitants? Countries that fail to reach agreements on migration. Unfortunately, we see the extreme right wing populists taking votes from citizens confused by xenophobic propaganda in which immigrants are seen as responsible for all the ills of the world. Only in some countries the silence is broken with the birth of new political expressions as Syriza in Greece and Podemos in Spain, but also these new political actors are faced with the agreements signed with the EU gentlemen and the squares (first occupied) are empty, without any protester. Some alternatives for series “B” are in seeking alliances to advance further than its partners in the European Community, undoubtedly causing controversies but without leaving the EU. Measures are needed to create a truce against debt and massive layoffs. The EU needs to look more consciously at China, Russia and Latin America, the so-called BRICS countries, which are a new pole of global balance.

This week is under way in Belgium the “2nd meeting of the Community of American States and the Caribbean (Celacc, without the United States and Canada) and the EU”, to discuss cooperation agreements, trade, global peace and new political balances. We will talk about it, but in the light of this first reflection, we can say that there are no politics, there is no future for Europe without the knowledge that “no human being is illegal”.

After a whole month of negotiations, the ninth Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) did not manage to adopt a final document on 22 May 2015. Even though the draft text put before the Conference contained no new substantial measure, the failure can be laid at the door of three countries – United States, Britain and Canada – that refused to approve the proposal to convene, by March 2016 at the latest, a conference to create a zone in the Middle East that would be free of nuclear weapons and other weapons of mass destruction. Yet agreement in principle on this zone had been reached in 1995 as a condition for the indefinite extension of the NPT.

This failure is alarming. Despite its inadequacies and discriminatory character (as it reserves the exclusive monopoly of nuclear arms to five countries, the P5), the NPT is still a fundamental building block of international security and disarmament. The fact that it organises the prevention of proliferation of nuclear weapons is of general interest and its measures are legally binding on the nuclear powers to negotiate “in good faith” an end to the nuclear arms race and also nuclear disarmament. The inability of the treaty’s signatory States to agree on the state of its enforcement can only damage its international legitimacy.

It is even difficult to admit the reason behind the breakdown: how can the United States put Iran under such extremely strong pressure because of the latter’s suspicious nuclear activities, and then use its veto as cover for the refusal by Israel, a country that has a de facto nuclear arsenal, even to discuss the modalities of creating a ‘weapons of mass destruction-free zone’ in the Middle East?

On the side of the nuclear powers, gathered under the P5 umbrella, we saw that they refused to go beyond the disarmament measures contained in the “2010 Action Plan” – and even these measures are scarcely complied with, or not at all. The P5 are still putting nuclear weapons at the core of their defence policies, allocating huge resources to the “modernisation” of their weapons systems and drawing a thick veil over the status of their nuclear arsenals.

France, however, has proposed a draft treaty to ban the production of fissile materials for military use. This draft could make a useful contribution to disarmament insofar as it would limit any increase in numbers of warheads, but it has to be admitted that its constraints would be cumbersome in practice, most of all for the countries with a relatively undeveloped nuclear arsenal.

More encouraging developments have emerged on the side of the non-nuclear countries. A large number of them were able to get together on the question of the humanitarian impact of nuclear weapons in the third of the international conferences focusing on this topic since 2013. What is at stake in this initiative is asking the nuclear powers to make every possible effort to avoid any nuclear strike, either accidental or deliberate. 158 States, including Britain and the United States, attended the most recent conference in this series, held at Vienna in December 2014.

At the end of the Vienna Conference sessions it was noted that nuclear weapons, in contrast to chemical and biological weapons, are the only weapons of mass destruction not covered by any legal regime to ban them, while the consequences for humanity of using them would be catastrophic. The Austrian proposal to close this moral and legal gap by drawing up a treaty to ban nuclear weapons gained the backing of over 100 countries during the Review Conference. It would indeed be a happy day if, given the difficulties encountered in the NTP Conferences and the Geneva Conference on Disarmament, the United Nations meeting in General Assembly were able to pick up this issue and establish a working group for this purpose.

The timing of the recently ended Review Conference is of particular significance, as it was held after the conclusion of a framework agreement guaranteeing Iran’s observance of its non-proliferation obligations. Maybe the United States and the two countries joining the American position in their blocking action had intended to minimise the criticism in Israel before the final ruling on the Iranian nuclear issue, expected to be delivered on 30 June 2015.

It would certainly not be the first time that a Review Conference failed, but in the context of the current international tensions, we cannot help but be worried by this new attack on the regime of proliferation in its context of disarmament. For civil society this must serve as a strong incentive to work with relentless efforts to ensure a genuine nuclear disarmament.

On its websites, IS (Islamic State) claims that more than 10,000 young Jihadists from Africa and Europe are fighting in its ranks. The intelligence services of the Member States of the European Union confirm these reports and their governments have issued directives and guidelines to prevent young Muslims, both male and female, from leaving for Syria or Iraq. They are also turning their attention to those returning, given that they are seen as a possible risk to the security of a free and pluralistic European society. Some EU countries are also working on preventive measures to convince young Muslims of the futility of involvement in the fighting ranks of IS.

The motives that prompt them to action may well be that young Muslim men and young veiled Muslim women now reject the European liberal democratic value system; they belong to a new Muslim youth culture; they practice a new form of European anti-Semitism that distinguishes it from the old European anti-Semitism. The Islamic tradition is familiar with hostile stereotypes against the Jews, while the Islamic youth culture is, on the other hand, more an anti-Zionist attitude by virtue of its being first directed against the state of Israel. The representatives of this youth culture are attracted by the near and distant battlefields in Nigeria, Syria and Mali and the hate-filled ideology of IS or Boko Haram.

Through these bloody battles in African and Arab countries, as well as through the Palestinian conflict, these young Muslims are turning into a latent danger. However, a new Islamic youth and protest culture would have existed in Europe even without these conflicts. European converts and the children born here to Muslim immigrants consciously seek to set themselves apart from mainstream society. Islam is “cool”, the Friday sermon in selected mosques is becoming their elixir of long life and the Prophet Muhammad is the absolute model and example. They have chosen the rigidity of political Islam.

Young Muslims in Europe are being thrust into an identity trap. They are no longer part of the Arab-Islamic culture of their parents, nor do they feel accepted by the European society in which they have to shape their future. They follow an interpretation of Islam that provides them with solid support and a secure orientation. They come across like-minded people and form cliques where they find comfort among brothers and sisters and can better cut themselves off from the “others”, the “infidels”. Their parents still called themselves Albanians, Algerians, Moroccans or Tunisians, while the sons and daughters now refer to themselves as Muslims. They have failed in their search for identity and also in finding a job. What is striking in this social and cultural development is that the young people of Turkish origin still find support and a home in the classic mosque associations. They are scarcely represented in the cliques of this Islamic youth culture.

The Jihadist or Salafist recruiters maintain a watchful eye on this group. They are active in the mosques, where young Muslims in search of something meaningful find guidance. The preachers in their preferred mosques do not engage in the complex and polyphonic Islamic tradition. They simplify it by succinctly declaring Islam to be a religion of peace. Or, on the other hand, they reduce Islam to a Jihad, an armed struggle for the truth, for Allah and for Islam. This simplistic access to Islam and the Islamic tradition absolutely forbids any element of doubt, criticism or satire.

The new Islamic youth culture is nourished by preachers who are influenced by the nebulous tradition of Wahhabism in Saudi Arabia. Their Islam is interpreted in literal terms and holds itself outside any historical evolution. There is an absolute separation of “clean” and “unclean”, “religious” and “profane”. The Islamic youth culture is living, as it were, the life of Muhammad in Mecca in the period 610 – 622, when he had to lead his followers out of their situation of being martyrs and a persecuted minority and, with the help of the Jihad, get them to Medina and to political power. The Islamic youth culture in Europe is following this model; in other words, shutting themselves off with like-minded Muslims, which means cutting themselves off from the hostile majority and giving legitimacy to the Jihad.

The Social Weeks of France (Semaines Sociales de France) have launched a call to build fraternity. This text, written after the January 11 demonstration, expresses the proposal of a “week of fraternity” that the Social Weeks of France had already presented following the 2008 session in Lyon. To sign the call: http://www.ssf-fr.org/offres/gestion/actus_56_23065-703/maintenant-construisons-la-fraternite.html

On Sunday, January 11, a huge collective momentum expressed the awareness that a disunited society is a disarmed society. But for this movement to be sustainable, it must be organized and involve all of us, far beyond our current conception of democracy that emphasizes political action and neglects citizens’ action. This is why, if we do not want to disappoint anyone, it is time to change the paradigm by turning political action into the lever of citizens’ action, as called for in the Republican Pact, which projects freedom and equality towards fraternity.

This is necessary for all people, who are weakened by the decline of social ties and the deletion of points of reference at all ages of life. It is especially required for the inhabitants of ghettoized neighbourhoods where government action will be decisive only if it is accompanied by a mobilization of all available energies of the whole society. This requires to stop interpreting diversity as a handicap and turn it into a crucial asset of collective success in a world which is increasingly mixed.

It is under these conditions that we can effectively address the need for security that is legitimately expressed. Could anyone believe, in fact, that there can be lasting security without fraternity, as indeed fraternity without security? It is the interdependence of the two that can overcome fear. Moreover, the word fraternity is not engraved on the pediment of the town halls of France by chance but because it is intended to permeate the reality of local life. And this is possible because our fellow citizens are to be praised not only for being able to come together to say no to barbarism. They also know how to innovate to defeat the resulting indifference, selfishness, and hatred, even if their efforts are too often pointless because of the lack of encouragement from all authorities. This is another confirmation of the huge deficit of political will, which promotes the resurgence of every origin-connected sense of belonging, in the absence of a unifying project of society.

This is why we solemnly address the highest State authorities, but also local leaders, and ask them to strongly affirm their intention to enter the ‘Fraternity of the Republic’ item in their top priorities. And we call them, to effectively meet the expectations of our citizens, to build without waiting ambitious action plans in the educational, cultural, social, and economic fields. The aim is to foster all individual, associative, or institutional dynamics which can build new relationships of listening, mutual support, and respect among cultures, ages, and territories. And to make everyone feel involved, it is necessary to promote – without ambiguity – the importance of harmonious relations between rights and duties, between individual freedom and collective responsibility, between cultural diversity and national unity. A requirement that should help challenge our attitudes and modus operandi to produce tangible results in revitalizing social cohesion and our living together.

In order to make known this aspiration in the short term – as it has been also proposed by the National Observatory of Secularism – we could, for example, organize this year a National Week of Fraternity during which all local authorities and living forces could take further steps in this direction. A Week that, far from being a new playground for competing actors, could be the first symbolic step of this great project of society – the only thing which can really prevent the conflagration. It is when it plays on this ground that our country becomes again the land of enlightenment that makes it grow, and makes us grow.

EN | IT | FR - The day after the largest demonstration France can remember, Paris is not a city like any other. The attacks of the last few days were supposed to strike a deliberate blow to the founding values of our common identity. This goes to show that these values should not be taken for granted: they are not given once and for all; and their absence does not apply only to other remote civilizations in time and space. Rather, this shows that these values are alive and, therefore, fragile, to be cherished and nourished every day.

(from Paris) – The day after the largest demonstration France can remember, Paris is not a city like any other.

I remember last Wednesday. I learnt about the slaughter at the Charlie Hebdo editorial office from the Internet: I was home, sitting in front of my computer. Outside, in the streets, the air felt unreal. Apparently, nothing had changed: the city’s hustle and bustle, traffic jams, crowded subway trains rushing through. Yet, something covert and hidden could be felt; a kind of hidden malaise could be glimpsed in people’s eyes. Almost as if they wanted to apologize because they kept on living as nothing had happened. This is why, I believe, for some reason we all ended up gathering in Place de la République, in a spontaneous huddle, in order to make sure that what we heard about or seen had actually happened; knowing that only our physical presence there, together, could confirm this.

The days following the murder of Charlie Hebdo journalists have been tense, in a city that was still bustling with activity, but in a kind of standby mode. News related to more attacks, subway station evacuations, school closures and the impossibility to leave our homes were constant occurrences. Then, we learnt about the kidnappings in Vincennes and Dammartin-en- Goële: we suddenly realized we were in danger. At the center of Europe.

Despite the alerts, the extremely high risk of more attacks, despite criticism and skepticism, last Sunday we took to the streets. Everybody. Once again. But this time with a new resolve. We were not the same stunned and silent crowd that had gathered the previous Wednesday. It was a public square, a whole city, an entire continent, lively and steadfast, that faced a daunting march to demonstrate against terrorism and in support of freedom of expression.

The day after: Paris, and Europe, are not the same as they used to be. The Paris attacks have struck at Europe’s heart because the attackers were children of Europe: born and raised in France.

“Freedom of the press, of expression, individual rights, mutual respect: these are all values France has given Europe and Europe needs to defend them”, the President of the EU Parliament – Mr. Martin Schulz – stated on Monday morning during an interview with France Info; he also added: “We should not invest only in security but also in consciences, education, integration. Violence can never be accepted, but we must fight against hopelessness. If we do not learn our lesson, we will lose the battle”.
