In view of current strategic uncertainties, the EU has no choice other than to strengthen its security and defence policy, whilst at the same time continue to prioritise its peaceful strategies.

The EU has to confront a difficult situation: the UK’s departure, tensions with Russia, the terrorist threat, a significant increase in pressures due to migration mainly from areas of conflict.

Faced with this situation, Europeans turn in the first instance to their own national institutions, a state of affairs which may eventually threaten the EU’s political cohesion. The latter therefore has a duty to prove to Europeans in practical terms that it is the most effective level for taking decisions for their protection.

It is to this end that the strengthening of internal and external security aspects was one of the main objectives of the road-map adopted by the leaders of the 27 member states in Bratislava on the 16 September 2016 in reaction to the UK’s decision to leave.

The principles of the EU’s security and defence policy

In terms of external security, the EU already has a sound juridical and institutional experience. Since 1998-1999 it has drawn up a Common Security and Defence Policy (CSDP) which allows it to lead civilian and military missions with a view to keeping the peace, preventing conflicts, and strengthening international security.

Within this framework, European forces are today a presence in the Mediterranean (to prevent migrant trafficking), the Central African Republic, Mali and Somalia (military training), on the Somali coast (fight against piracy), and in Bosnia-Herzgovenia (peace-keeping). The Union is also leading about ten civilian missions offering support to police forces as well as missions as observers.

The CSDP missions are under the authority of the EU Council and the High Representative for foreign affairs and security policy assisted by a permanent political/military structure (political and security committee, military committee).

In addition, there exists the European Defence Agency to improve European defence cooperation. However, its achievements are modest. The majority of Member States have chosen to entrust most of their collective management of external security to NATO.

Towards a more effective and ambitious European security and defence policy?

During the second semester of 2016, the 27 Member States decided to strengthen the CSDP by adopting the EU Global Strategy drawn up by the High Representative and approved by the European Council in June. In order to strengthen Europe’s strategic autonomy, they adopted in November 2016 an important programme of common actions in relation to defence. Its implementation chiefly concerns the following areas; strengthening of civilian and military capabilities in crisis management, in particular through the establishment of a European staff, the creation of a military equipment fund which would eventually (after 2020) be allocated 5 billion euros for investments and 500 million euros for research, an increase in defence aid from member nations to progressively bring it to represent 2% of GDP. In addition, the EU intends to better contribute to the stability of partner countries.

The election of Donald Trump to the presidency of the United States has given this programme a new urgency. The new administration is making the American guarantee of European security contingent on there being a significant increase in European defence efforts. This request for Europe to take financial responsibility for a greater part of the cost of its own security seems legitimate since a sharing of the burden brings with it a sharing of responsibilities.

Stumbling blocks to be avoided

Two stumbling blocks will however need to be avoided.

Protecting the necessary transatlantic bond could not justify actions contrary to the values of European interests such as the 2003 invasion of Iraq, the consequence of which was to increase instability in the Middle East.

In addition, the EU will need to be wary of an excessive militarisation of its security policy. Its non-military strategies, notably in the economic domain, prevention strategy, its participation in the collective security mechanisms of the United Nations and the Organisation for Security and Co-operation in Europe (OSCE) contribute to its security just as much as does a single military deterrence. The objective of disarmament, including nuclear must be integrated within the security strategy of Europe. Finally, the need for a hefty increase in military expenditure of up to 2% of GDP is far from being a given considering the risk of the arms race it might engender.

Card. Reinhard Marx, president of Comece (Commission of the Bishops’ Conferences of the European Community) released at Vatican Radio this comment about Pope Francis’ speech on the 60th anniversary of the Treaty of Rome (25 March, 2017).

“Here the Pope again entered strongly the word solidarity, [he said] that Europe is not a culture that is closed, but that lives in the encounter, that we are made for one another, that we bear the weights and joys of one another; he strongly emphasized the peace work of Europe, and that Europe is not isolated in the world but has a task for the whole world”.

“I do not know if ten or 20 years ago the fact that all heads of state and government and country leaders came together here would have been possible. A particular aspect of this meeting was expecting from the Pope support and a new vision, an in-depth view of Europe”.

“For the current discussion now present also inside the Church, he once again stressed that the European project is a project that the Church supports, that the Church wants to accompany the positive and the critically constructive; we are on the side of this great project of unity and peace, and this is important to say inside, to those inside the church who begin to be skeptical”.

“80% of people in Europe say they are Christians, and Christianity for Europe remains a crucial cultural and spiritual strength. It is not force in the sense of domination, but a force that will come to a successful conclusion in Europe. But society must be different. Diversity is not to be feared, it is in all the philosophical-Christian tradition, the image of the body of many members, of the many talents, which is something positive. It is important that we go together, we approach each other, to discover the richness, and that diversity does not lead only to separation, delimitations, to walls – but to a colourful bouquet of talents, languages and cultures”.

Following the meeting with the European leaders in the Vatican, during which Pope Francis delivered a strong message for Europe, the Pontiff visited one of its most vital and emblematic centers. The Pope’s journey in the Archdiocese of Milan was brief but packed with events. The occasion, the 60th anniversary of the treaties that marked the beginning of the process of european unification, came in a time of crisis, of fear and bewilderment towards new and disturbing, though predictable, scenarios.

The Pontiff’s word was strong, imbued with realism and trustingly open to the future. It seems that only an American Pope with deep Italian roots could deliver these words. Bergoglio chose to speak about memory and hope, underlining their unbreakable bond. “We cannot understand the time we live in without considering the past, which is the lymph that gives life to our present, and not a simple assemblage of events”.

It is easy to recognize the line of reasoning in the Pope’s speech, based on the persuasive references to the Founding Fathers of the European Unification – a process that, however born out of economic exigencies, bore the then-clear awareness of “a way of understanding human beings based on their transcendent and inalienable dignity”, as emphasized by Alcide de Gasperi in one of his last discourses, in fidelity to the “spirit of European solidarity” evoked at the signing of the treaties.

In 1957 Europe was facing the consequencies of the World War, including the stifling blanket of the “unnatural barrier that divided the continent from the Baltic Sea to the Adriatic”. Today, however, the economic well-being that “clipped Europe’s wings” has erased the memory of the reconstruction, of the “efforts” that were necessary in order to overthrow that barrier, of the “longest period of peace” that Europe has known in centuries.

It is thus necessary to return to the spirit of service, to political passion and to “the awareness that the ‘origins of the European civilisation lie on Christianity’, without which the occidental values of dignity, freedom and justice would appear largely incomprehensible”, the Pope said, once again quoting De Gasperi. And today, “those values will continue to make sense only through the conservation of their vital connection with their deepest roots. The productiveness of this connection lies in its potential to establish authentically ‘laic’ societies, free of ideological conflicts”, the Pontiff continued. He then added that in these societies everyone, without distinction of origins, believers and non-believers alike, can and will have a place.

This is the path to follow in order to overcome the distrust of Europe, which is by now seen as an “assortment of rules to obey”, and to face today’s crisis as challenges and opportunities: to open itself up, as the Continent has always done throughout its history, and to experience solidarity as “an effective antidote to modern populism”. In other words, to return to politics worthy of this name, and to “start once again thinking as Europeans”.

Come on, do not start laughing. No one seems to have noticed, but the euro zone is starting to go strong and, sooner or later, the positive effects of this growth will be felt on citizens. Maybe even those who today are angry and want to vote 5-Stars Movement, Marine Le Pen or the Alternative for Germany.

For now, pessimism reigns supreme. Between the immigration crisis, the spectre of populism and Brexit sword of Damocles, not to mention the mystery Trump, the atmosphere is not nice in the corridors of Brussels and in the streets of Paris, Berlin or Rome.

In European capitals talking is only about how to avoid the worst, with the usual recipe: either “more integration” – even if no one wants the United States of Europe – or a “multi-speed” Europe, but actually this already exists and does not solve much.

Trump’s Americans add fuel to the fire, predicting improbable implosions of the euro or a forced way out of Greece – deplorable attitudes from historical allies, united by decades under the protection of NATO and by very important commercial relations.

But all this is “political fuss”. Better to focus on facts, and not the “alternative“ ones much beloved by the US President.

Here are some true facts: in 2016, the euro-zone grew faster than the US, 1.7 percent versus 1.6 percent; European GDP has been positively growing for 14 consecutive quarters; unemployment is low and companies are hopeful in the future.

But it’s not peaches and cream everywhere. Successful stories such as Spain, which is growing at more than 3 percent per year, are mixed with nightmares like poor Italy, which is struggling to stay afloat.

In any case the overall picture is very different from the popular and populistic image of an economic blockade drifting with sclerotic labour markets and incapable governments.

The problem is that few defend the “European tiger”, partly because it’s not convenient to praise the euro-zone. It’s instead really convenient for the national leaders and opposition parties to attack Brussels when things go wrong at home while European bureaucrats are either verbose (the Commission) or uncommunicative (the European Central Bank).

When I asked a senior official in Brussels who was, according to him, the best spokesperson of European optimism, he said: Klaus Regling, a nice German gentleman who is head of a European financial agency but not really a big speaker or a man on everyone’s lips.

The great statements on Europe should come from Angela Merkel, from Mario Draghi as well as from François Hollande, Jean-Claude Juncker and Paolo Gentiloni.

They should be the heirs of Jacques Delors, Francois Mitterand and Helmuth Kohl. We have Regling instead.

If economy continues to grow this way, perhaps oratory will be superfluous. Maybe people will realize that the situation is improving and will cease to believe in the simplistic answers of populists.

But for the moment the polls show that many voters do not see, or refuse to see, the benefits of this recovering economy.

So, instead of talking about a Europe “on the brink”, or on a very low economic level, it’s about time the leaders of this continent so mistreated explained what’s working. Because something that works exists.

Until the truth is self-evident, politicians and central bankers will need to act as its megaphone.

Francesco Guerrera – La Stampa/Origami – nr. 66/2017

No, dai, non mettetevi a ridere.

Joint message of the Presidents of Ccee and Cec on the occasion of the Week of Prayer for Christian Unity (18-25 january 2017)

Dear Brothers and Sisters in Christ,

The love of Christ compels us (2 Corinthians 5:14)! Great truth is contained in this short verse from Saint Paul’s letter to the Corinthians that inspired this year’s Week of Prayer for Christian Unity.

The history of Christianity in Europe is marked by sorrowful periods of division, mutual condemnation, and even violence. As a number of churches prepare to commemorate the 500th anniversary of the beginnings of the Protestant Reformation, we are reminded anew of our difficult past. Recalling these events and confronting our history is a precious opportunity to renew our commitment to the healing of wounds and overcoming divisions. We turn to Christ, who reconciles all people and all creation to God, to guide us in this work. In humble gratitude for this gift, we work for reconciliation through both word and deed.

Today we must also celebrate how we have grown in learning to work together and cultivating meaningful theological dialogue. The Council of European Bishops’ Conference and the Conference of European Churches have enjoyed 45 years of collaboration through its Joint Committee, and on other issues of common concern. Also the shared suffering and joy of the world brings us together. Our solidarity with Roma people, our commitment to ecological justice, and prayers for unity within the Body of Christ is strengthened through this relationship.

The multiple crises facing Europe and its neighbours bind us still more closely together. War and conflict, political uncertainty, migration and ecological challenges, material and spiritual poverty touch all lives in Europe and beyond. Along with these crises comes hope. Together we can bear witness to the reconciling love of Christ through the safeguarding of Creation, solidarity with the poor, and protecting the dignity of all God’s people.

Through dialogue we will deepen our understanding of one another. Through common witness and action we will build bridges. Through prayer we will learn to recognise the Holy Spirt at work. The way forward can not always be clear or easy, but we always recall in our heart the truth that “the love of Christ compels us”. (www.ccee.eu)

Cari fratelli e sorelle in Cristo,

In a kind of prelude to the new political season, Manfred Weber, the Chair of the European People’s Party (EPP) in the European Parliament, delivered a noteworthy speech on Europe at the Catholic Academy in Bavaria, Munich.towards the end of 2016. The core of his speech centred on his “Ten points for the self-assertion of Europe”. At first sight, they are simple and obvious – but actually they are not. We set out below a slightly abbreviated version of these “Ten Commandments”.

In former times, European unity was an ideal expounded from every political soapbox. Now it has become reality in many areas, and even a huge success. But Europe’s honeymoon period is now over. In many areas the European Union is part of our everyday life. Europe’s citizens look towards Brussels because they expect it to provide solutions for the really big problems. We will only be able to preserve our peace, our prosperity, our European values and way of tackling problems – in brief, the European way of life – if we manage to succeed in getting Europe to function better. To do this we need to observe the following “Ten Commandments”.

Finally celebrate Europe’s success. Before Europe was united, our continent was probably the most warlike territory in the whole world. Now peace reigns. Today, however, Europe as a peace project is all but self-evident. Europe represents understanding and solutions forged around the negotiating table. Let us not cover up these successes or take them as self-evident.

Do not think in egotistical, nationalist terms.Europe is more than the sum of national interests. Joint solutions can only be forged at an early stage if we act together with solidarity and empathy for our neighbours. If we wait until each and every problem has become firmly entrenched in all Member States, we shall always be lagging behind.

Take the rules seriously.Europe is a community founded on the rule of law, not a self-service shop. Rules must be complied with. Trust is the basis for any coexistence.

Be open to change.Only those who recognise the need for change early on and get to grips with it positively are able to deal with it successfully. In Europe we finally need to abandon our habit of putting matters on standby.

Accept responsibility.Democracy thrives on straightforward dialogue, not on avoiding the issue. No decision is made in Brussels to which the national governments have not agreed. However, it is not the place of national governments to raise their hands in agreement while sitting round the negotiating table behind closed doors in Brussels but later, when back home, to indulge in constantly criticising Europe.

Develop Europe into a full parliamentary democracy. It should be elected politicians, not technocrats, who hold the future of Europe in their hands. Capacity to act must be coupled with democratic legitimation. But this can only be managed successfully if citizens are presented with clear alternatives on which to base their decisions.

Take democracy in Europe seriously.A parliamentary democracy can only function if it is in good working order. As in the German Bundestag, we should likewise seek to prevent fragmentation in the European Parliament. We also need a 5% threshold for European elections.

Let us be European patriots.Being at the same time a good Bavarian, a good German and a good European are not mutually exclusive ideas; in fact, they go well together. Forty years ago, Franz-Josef Strauss recognised that the nation state was an anachronism if it did not understand that only through belonging to Europe could it remain strong in a globalised world.

Let us defend Europe’s values. We have to take care that the soul Europe has won is not lost. Europe is more than a marriage of convenience or a community of interests springing up out of necessity. Europe is much more a community of Judeo-Christian values imbued with the spirit of Enlightenment. We use our understanding of the values of Christian humanity to shape our true strengths. The European social model developed from this understanding is a unique European achievement that should be held up with pride.

Let us be proud of Europe.Europe is characterised by its enormous cultural diversity, the beauty of its landscapes and its rich abundance of ideas. No other continent has marked its presence worldwide as strongly as we have in Europe. Democracy, the rule of law and our Western way of life all have their roots in Europe.

Let us see Europe as a home to live in rather than a place that is merely administered. Then we can tackle future challenges and – despite all our everyday difficulties – continue Europe’s success story. In all our dealings, let us give Europe new vision, justification and acceptance. Now more than ever, Europe stands for the upholding and re-establishment of its citizens’ sovereignty and the capacity to act of its Member States. Europe stands for democratic self-determination and the assertion of our values. Europe is our life insurance in a globalised world. So let us work together to ensure that Europe and our future are a success.

Difendiamo i valori europei.

Lasst uns Europas Werte verteidigen.

Care and respect for the poorest and most vulnerable persons in a society are the basic criterion for social justice. The Bishops of COMECE note that, in a European Union founded on Christian values, almost a quarter of the population still lives at risk of poverty and social exclusion. We believe it is our duty to call for an integrated approach to combat deprivation and social exclusion. Only a close complementarity of policies in all relevant fields at all levels can eliminate the structural causes of poverty and promote the integral development of every member of society, including the most vulnerable.

The economic and financial crisis has left a deep mark on the European integration process. The firm belief in a Europe growing together has been shaken as Member States have started to diverge in their economic and social development. Income inequality is growing in most of the countries and the number of people at risk of poverty or social exclusion has increased from 116 million people in 2008 to 123 million in 2012. While the figures have slightly declined since then, they continued to grow in the countries most affected by the recession. This shows that the poorest pay the consequences of a crisis caused by speculation, greed and the lack of regulation of the financial markets. Catholic Social Teaching defines poverty mainly as the outcome of structural barriers that limit people’s choices and restrict their personal development and their freedom to live in dignity. It not only refers to a lack of financial resources, but also to a multifaceted set of phenomena covering all aspects of life that impede peoples’ development such as environmental degradation and insufficient access to education, social services and energy.

Poverty in the midst of our affluent societies

In today’s Europe, poverty has many faces. Through the crisis, it moved from the periphery to the very heart of our societies.

Children are nowadays the group most at risk of poverty in the EU. Still too many are stuck in the social class they were born in and, due to a limited access to education, are often denied the possibility of lifting themselves out of poverty. In times of population decline, it is unacceptable that our society does not adequately support child rearing and exposes large families and single parents, especially women, to this high risk of poverty.

Young people are affected by high unemployment and adverse economic conditions. As stated by Pope Francis, they are “the catalyst of change and transformation” in Europe, but many of them have to start their lives in uncertainty and frustration.

A persistent high number of EU citizens belong to the group of long-term unemployed that have to cope with a lack of perspective and self-esteem.

Employment alone no longer protects EU citizens from deprivation as in-work poverty and precarious working conditions are on the rise. An increasing number of people is denied a fair and just remuneration which would allow their families to live in dignity.

Social groups facing discrimination, sometimes in multiple forms, are at a persistently high risk of poverty and social exclusion. Vulnerable and marginalized people seeking protection in our community – such as refugees and asylum seekers but also groups such as the Roma community – are deprived of their social development.

A need for an integrated approach

We encourage the European Union and its Member States to develop together with civil society and church actors an integrated approach to combat poverty and social exclusion in all its forms. In line with the United Nation’s SDG Agenda and its primary goal of poverty eradication through sustainable development, such an approach should be directed towards the common good, respect the dignity and promote the integral development of each human being. Based on the Church principles of preferential option for the poor and common responsibility to care for our neighbour, the most vulnerable should be at the core of EU, national and local policies. This will ensure that nobody is hindered in the moral claim for full participation in society and that everybody takes moral responsibility for contributing to the community development.

To this end, the principles of solidarity and subsidiarity should guide the role of each actor within the EU. A fair expression of both principles will ensure that decisions on legislation, policies and resource allocation will be made at the most local level possible, but at the highest level necessary.

The economic and financial crisis revealed that one single nation is no longer equipped to face the pressing economic and social challenges of our interdependent global economy. Since companies operate across borders, national governments should at least cooperate at European level in their regulatory, social and tax policies. Pope Francis calls for “moving from a liquid economy to a social economy” in Europe and stresses specifically the concept of the social market economy, which is an objective of the EU treaties. Recalling our declaration “A European Community of Solidarity and Responsibility”, we renew our support for a model that links the principle of a free market with the precepts of solidarity and with mechanisms to serve the common good. In a world “where everything is connected”, social market economy can be the basis for an “integrated approach to combating poverty, restoring dignity to the excluded, and at the same time protecting nature”.

Recommendations: Towards a community of solidarity and responsibility

Promote integral development. The vulnerability of the poor and future generations to the impact of climate change entails heavy ethical and moral responsibility. The EU should strictly adhere to the climate and poverty targets of its Europe 2020 strategy and place the Sustainable Development Goals at the centre of a new agenda for 2030. In this respect, the regular monitoring of the Strategy in the European Semester should not disregard social and environmental indicators. Furthermore, we encourage the EU to further promote alternative consumption and production patterns and strive to reassess our value systems and understanding of development.

Ensure policy coherence. According to Article 9 TFEU, the EU shall consider requirements of the fight against poverty and social exclusion when defining and implementing its policies and activities. Future policies, especially within the framework of the European Semester and with regard to fair taxation, should therefore be formulated and implemented so as to help remove the structural causes of poverty.

Rebalance economic interests with social rights. The EU and its Member States should ensure that the proposed initiative of a European Pillar of Social Rights and its idea of renewing social convergence on the basis of common adequate social standards will be as comprehensive as possible and supported by concrete implementation measures in order to halt growing inequalities.

Uphold adequate working conditions. Pope Francis reminded us to promote policies that create employment and also ensure proper working conditions. While we acknowledge that the Youth Guarantee and the Youth Employment Initiative have helped to create jobs among the young, we encourage the EU to monitor their long-term impact and to link the initiatives with targeted investments in the business sector of poor regions. The EU and its Member States should likewise ensure that workers are not denied their legitimate rights to just working conditions and a remuneration that “will give them and their families a decent standard of living”. We therefore recommend the EU to strengthen its labour legislation and to promote, at the international level, a better implementation of the UN Guiding Principles on Business and Human Rights.

Recognise families as key actors in the society. Children living in poor households are exposed to significant obstacles that limit opportunities from early childhood. We recommend ensuring equal access to education and to support single parents and poor as well as large families. Since family is the first resort in difficult situations, the EU should pay special attention to them, ensure their unity, and promote family-centred policies.

Foster dialogue and cooperation. We invite the EU to foster dialogue and cooperation with all relevant actors. Such a dialogue should involve Churches and their organisations, but foremost give priority to the poor that should never be seen “as a problem, but as people who can become the principal builders of a new and more human future for everyone”.

Combining these actions can bring about the changes needed to revive the idea of a Europe growing together. Placing the people and especially the poor at the core of its policies could make our societies not only more inclusive, but also more resilient to future crises. In a globalised economy, it will contribute to our common endeavour to “establish a political, social and economic order, which will growingly serve man and woman and help individuals as well as groups to affirm and develop the dignity proper to them”.

The COMECE Bishops, 12 December 2016

Riequilibrare interessi economici e diritti sociali.

American presidential candidates are not the only people who boast how “clever” they are when facing accusations that, as multi-millionaires, they have not paid a single cent of income tax for many years. There are also thriving corporations based in Europe, such as Apple, McDonald’s and Starbucks, that rely upon the legality of their actions to justify the absurdly low level of taxation of their profits.

Growing global inequality

These examples reveal that the effect of national taxation systems on redistribution is diminishing, which stands in stark contrast to globally increasing income and wealth inequality. This trend is also seen in European countries, especially in Germany, which holds the inglorious position of being top of the tree regarding wealth inequality.

While these countries have seen stagnation in earned income for more than 20 years and, according to the OECD, the low-wage sector with its “atypical employment” has expanded to take a 40% share of all employment, over the same time span there has been a clearly marked increase in corporate income and investment income. As demonstrated by Stefan Bach from the German Institute for Economic Research, however, the tax burden has shifted – especially as a result of the reforms of the 1990s – to the detriment of low-income households while indirect taxes (e.g. VAT, energy taxes) have been increased.

High-income, high-asset households, on the other hand, have seen their tax burden lightened, thanks to the abolition of some taxes (capital tax) and to tax reductions (e.g. corporate tax, flat-rate taxation of 25% on income from investments via a withholding tax). In view of this situation, there is much to recommend a Europe-wide tax on wealth to reduce the impact of the imbalances identified above.

The basic issue of justice

From a pragmatic point of view, it could be pointed out to wealthy individuals that such a growing inequality is in conflict with their best interests. In numerous studies, the International Monetary Fund emphasises that there is a correlation between rising income inequality and a significant slowdown in GNP growth. Put more simply, increasing prosperity for everybody is not achieved by assiduously piling money onto the top of the pyramid, hoping that it will then trickle down, because the upper part of the pyramid can only grow in proportion to the broadening of its foundation.

Independently of any pragmatic aspects, strong normative considerations seem to be in favour of the introduction of such a tax. Empirical findings raise a basic issue of justice. The tax system of a society is unfair if “unearned” increases in assets as a result of capital, property or inheritances are given preferential treatment in relation to increases in assets “earned” as a result of sheer hard work.

This devalues the principle that achievement must be worthwhile and that justice is related to earnings. In addition, asset increases from income sources that have little or no connection to the real economy and thus scarcely benefit the common good are rewarded, in contrast to asset increases generated by hard work.

Wealth tax as a question of fairness

As defined by the recently published book “Taxing the Rich”, by Kenneth Scheve and David Stasavage, professors who teach in Stanford and New York, one could argue that the introduction of a “wealth tax” is related not so much to the issue of inequality, but much more to the question of fairness. According to their analysis, it is justified best as a compensation for the privileged status of the super-rich, i.e. a kind of burden-sharing or recompense for the less well-off in the name of fairness.

One argument usually mainly presented against a “wealth tax” is that as a tool it is inappropriate. Doubts have been expressed that it would be feasible at national or European level, given that financial markets and tax competition are globalised. These objections must be taken seriously. Nevertheless, some convincing problem-solving approaches do exist, such as, for example the ideas presented by Peter Dietsch and Thomas Rixen, both professors of economics, in their book “Global Tax Governance – What’s Wrong With It And How to Fix It”.

If Europe is supporting taxation of this kind, this would be not only fair but also “clever”. This is how we could show that only a united Europe is in a position to make global corporate groups accountable for the common good.

Disuguaglianza globale in crescita

What’s Wrong With It And How to Fix It”.

What’s Wrong With It And How to Fix It».

The Catholic Church in Europe has lived with joy and hope the Jubilee Year which has just ended. Many graces were received and shared during the Holy Year. We strongly believe that the fruits of this holy season will continue to enrich the journey of faith of the Church in Europe.

The deafening noise of wars, ideological struggles, conflicts, cultural deviations and growing forms of social exclusion and poverty amplify the sense of bewilderment spread into European societies. However, we cannot forget that behind all this is the abandonment of the great values promoted and supported by the Gospel which have inspired European culture.

Today there is need to sustain hope, to look to the future with confidence, to renew the Christian memory that gave a human dimension to European history. In the practical experience of the Divine Mercy, lived during the Holy Year, is grafted the commitment of Europe’s Bishops for a New Evangelization, that can restore hope to the hearts and inspire new forms of solidarity.

This commitment is also intended as a concrete response to the proposal of Pope Francis present in the apostolic letter Misericordia et misera, published at the conclusion of the Extraordinary Jubilee of Mercy. We seize with enthusiasm his invitation to strengthen our knowledge of the Word of God and our sacramental practice, especially rediscovering the sacrament of reconciliation.

In the coming months, the CCEE will be responsive in helping the Bishops’ Conferences to identify the best ways to respond to the various concrete proposals made by the Holy Father both in the ministry and the social commitment of every faithful and every local community. Adhering to the intuition of Pope Francis, we thus hope for a renewal of the face of the Church by means of a pastoral conversion that makes brighter a “Culture of Mercy” (cf. Misericordia et misera, 20).

We are grateful to the Holy Father who was inspired to summon us to celebrate this time of grace under the sign of mercy. We assure him of our filial closeness, our prayer and our desire to continue with enthusiasm the pastoral task that has been entrusted to us to serve the Church which is in Europe.

Kościół katolicki w Europie i „Misericordia et misera”

Przyjmujemy z entuzjazmem jego zaproszenie, by umocnić naszą znajomość Słowa Bożego i praktykę sakramentów, szczególnie odkrywając sakrament pojednania.

Zapewniamy go o naszej synowskiej bliskości, naszej modlitwie i chęci kontynuowania z entuzjazmem zadania duszpasterskiego, które zostało nam powierzone w służbie Kościołowi obecnemu w Europie.

On the occasion of the closing of the commemorative year for the 17th centenary of the birth of St. Martin of which the Church celebrates the liturgical memory on November 11, the Ccee Presidency sent a letter to the episcopate and all the people of Hungary in the persons of the President of the Hungarian Bishops’ conference, bishop of Györ, Msgr. András Veres, and the Primate of Hungary, Cardinal Peter Erdo, former president of the Ccee.

On the day the Church celebrates the liturgical memory of Saint Martin, which this year marks the closure of the celebratory year for the 17th centenary of his birth, we would like to unite ourself with the Bishops and all the faithful of Hungary, the native land of this great Saint, in giving thanks to God for the human and spiritual contribution which Saint Martin has given to the continent. A few days away from the end of the Jubilee of Mercy, we cannot but note the happy coincidence with the memory of one of the saints who knew best how to incarnate in his time the merciful face of Christ. The life of Saint Martin tells us that in the encounter with the cold beggar the saint discovered Jesus Christ, was converted and changed his life, putting it no longer at the service of a worldly power but of God. Through this encounter, Christ made Saint Martin capable of living and loving. Obeying the divine call, Saint Martin undertook a path of Christian life which brought him to take care of the poor and the oppressed, to spread the Gospel with courage, to combat the errors of his time, to build church communities with the spirit of a pastor, with the sentiments of Christ and the ability to see the world through God’s eyes. Saint John Paul II said that Saint Martin was one of the founders of Western monasticism; he also belongs to that multitude of men who are at the foundations of European culture and civilisation, a reality which is not just a memory, but also a project to build with trust and conviction. The figure and the ministry of Saint Martin testify to the immense human, cultural and spiritual contribution which Ccee Christianity has offered to Europe. The continent is heir of Saint Martin, of those men and women, like him, who are at the foundation of European humanism. In our time, too, it is essential to remember that the Christian life unites the profundity of prayer, community life, the proclamation of the Gospel, attention and dedication to the poor and to those who suffer. We thank God for the radiant witness of Saint Martin, who contributed to keeping alight the flame of the Christian faith in the world. Uniting with the Hungarian Bishops, Ccee asks the Lord for the grace to raise up new European saints who might live out Mercy and witness to it in their personal and community lives. Today Europe and the world have a need of “a Church rich in witnesses”. Only in this way, the Church “will be able to bring back the pure water of the Gospel to the roots of Europe” (Pope Francis, Address on the Conferral of the Charlemagne Prize, 6 May 2016). Following the example of Saint Martin, may we, too, desire to proclaim joyfully that Christ is our life and the everlasting foundation of civilisation and culture”.

Marcin: symbol europejskiego humanizmu

Z okazji zakończenia obchodów 1700 rocznicy urodzin św. Marcina, którego wspomnienie liturgiczne przypada w Kościele katolickim 11 listopada, Prezydium Rady Konferencji Biskupich Europy (Ccee) przekazało na ręce Przewodniczącego Konferencji Episkopatu Węgier bpa Györ Andrása Veresa i Prymasa Węgier kard. Pétera Erdő, byłego Przewodniczącego Ccee, list adresowany do episkopatu i narodu węgierskiego.

Marcina zdolnym do nowego życia i do miłości. Jednocząc się z Biskupami Węgier, Ccee prosi Boga o łaskę wskrzeszenia nowych świętych europejskich, którzy potrafią żyć Miłosierdziem i świadczyć o Nim w życiu osobistym i wspólnotowym. Europa i świat potrzebują “Kościoła bogatego w świadków”.
