On the occasion of International Roma Day (8 April 2015), Cardinal Peter Erdő, CCEE President and the Anglican Bishop Christopher Hill, President of the Conference of European Churches (CEC) issue the following message.

Every human being is created in the image of God, whatever their language and culture may be. This conviction is shared by Christians and churches. Jesus Christ has called us to proclaim the good news to everyone, but especially to the poor and marginalised. We appeal to our communities to become more and more open toward the Roma people, who are often excluded and live in poverty at the margins of society. Despite hardships throughout their history, Roma minorities have maintained a rich culture that includes values such as family life, love of children, faith in God, respect toward the dead, and enjoyment of music and dance. We regard this culture as a gift of the Creator, deserving respect and support. The present situation of too many Roma people throughout Europe is deplorable. Major problems include antiziganism in speech and action across Europe, high unemployment, lack of professional training and, consequently, utter poverty.

At the same time some positive trends can be observed in European societies. More Roma youth study in high schools and universities. Awareness about and sensitivity towards the Roma population is growing.

Christian churches, priests, pastors and lay people have tried to help their Roma brothers and sisters in many ways for centuries. Our conviction is, that beside education and employment, the human heart is a third and important pillar in the development of relations with Roma people.

Our churches in many places help Roma communities improve their social integration—not to be misunderstood as assimilation—while preserving Roma culture. We do this with after-school teaching, medical services, food, juridical and other counselling, and so on. We summon our communities to stand by these initiatives, to become real brothers and sisters to the needy.

To move forward in justice is to work for reconciliation with this past. We must build new just relationships with Roma people and commit ourselves to the difficult and worthy task of healing and reconciliation.

Jesus told the scribes at the end of the parable of the Good Samaritan: ‘Go, and do the same thing!’ Let us take up this Gospel challenge and become true brothers and sisters of the poor!

Criticism against the exploitation of vulnerable women and the “exploitation for economic purposes of the child”. COMECE asks for EU legislation (wwww.comece.org).

The Commission of the Bishops’ Conferences of the European Community (COMECE) expresses in favour of rapid and uniform legal standards regarding surrogacy at European and international level, especially to prevent the further spread of commercial surrogacy. All forms of surrogacy represent a serious violation of the human dignity of those who are involved, says a recent document of the COMECE addressed to the European Parliament. It is observed that the practice of surrogacy exploits surrogate mothers from poor population groups for the benefit of wealthy couples or single wealthy people and treats children as objects. In particular, the Episcopal Commission warns against a society “in which children are made and sold as products”.

The 28-page document of the working group Comece “Ethics in research and medicine” was presented on 23rd February in Brussels at a conference organized by the European People’s Party (EPP) on “surrogacy and human dignity”. The text refers, among other things, to the boom of surrogate motherhood in countries like India, Thailand, Ukraine, Russia but also in the US state of California. In EU Member States there are different laws regarding surrogacy. At EU level there are no rules.

The group of twelve experts who prepared the document COMECE refers to “regulatory disorder” that exists in the EU countries regarding this issue. They also cite a comparative study of 2013, which shows that, for example, the United Kingdom allows a payment of 4,000-5,000 euro to surrogate mothers. As to the other Member States, today there are seven completely prohibiting surrogacy, while in six others it is permitted under specific conditions. Twelve countries do not have laws on the subject.

The COMECE document also highlights how surrogacy leads to a “child exploitation for economic purposes”. This is in contrast to “the affirmation of human dignity as the cornerstone of the Charter of Fundamental Rights of the EU, and violates the prohibition of making use of the human body and its parts for commercial purposes (Art. 3)”. “The legal issue is crucial if we want to establish a society in which children are being manufactured and sold as products, and if we are aware of the consequences (…) on the human and social relations”, say experts in bioethics. The EU must accept the “reproductive tourism” and the “market for surrogate motherhood” as an irreversible fact.

The working group Comece sees a first legal reference in the uniform application of the legal principle that a child is always legally the child of the mother who gave him birth.
The search for rules and common practices could begin from the refusal of recognition of birth certificates in cases where the surrogate is paid a fee, the statement says. “Any other attitude of the judicial or administrative authorities would only allow the commercial mechanism of surrogacy to prosper further” (Kathpress, 02/25/2015).

The Catholic Church in Europe speaks out publicly on the intensification of nationalist phenomena. She does it through the European network of the 31 national “Justice and Peace” commissions, by means of a document, The Nationalism of Exclusion, which opens, along with other proposals, the Concerted Action 2015.

There could not be another more appropriate time to speak out on the issue of this widespread phenomenon that was further fuelled by the events of Paris and Copenhagen. The reflection was prompted by the outcome of several elections in Europe in recent months, as in many countries a huge number of votes were given to anti-European, but especially xenophobic, nationalist parties. We could easily accept the desire of several parties or ethnic groups to claim forms of autonomy within a State, as long as they are pursued by democratic means, without fits of hatred or violence. Even the social teaching of the Church, which also insists on the principle of equality, calls for respect for the rights of cultural or ethnic minorities in the various national cultures.

In many cases, however, these legitimate forms of nationalism are turned into a “nationalism of exclusion” by political forces with “simplistic political programmes” which propose solutions “to the detriment of other peoples,” as the best way to the security and prosperity of their own countries, echoing racist and xenophobic choruses reminiscent of the “belligerent and ultra-nationalist politics which preceded both World Wars.” Justice is denied, social cohesion and peace are threatened. Contrary to what these parties claim, there are no simple and easy answers to the problems placed by pluralism and globalization. The example given in the document is migration – a phenomenon which runs through the history of humankind, combining economic and demographic imbalances, lack of peace, and now the consequences of climate change too. To close the borders would be an “unrealistic and inhumane” solution. Instead, we should think about other possible solutions: how to share the responsibility of hospitality? How to work for a peaceful settlement of conflicts and deal with the need for reconstruction in the framework of international law? How to improve the strategies of cooperation to development in third countries? How to work for the integration of foreign communities in destination countries?

Another example is the anti-European discourse that neglects to reflect on the situation that a single State shall deal with in a globalized economic context. “For Christians the nation cannot be a supreme value,” insists the document while excluding all forms of chauvinism, but also defining as “unjustified” any feeling of national supremacy. The only alternative is to think in terms of the common good, justice, and peace. This gives way to seven recommendations, addressing political leaders and all actors of civil society: politicians are asked to work on the areas of employment, as a driving force for social integration, migration, and the strengthening of European integration. On the other hand, European citizens are encouraged: “to discuss the value of a strong identity as the basis for an inclusive society with strong social cohesion; to speak out against and question all expressions of nationalist rhetoric in private and in public life; to deepen democracy, solidarity and respect for human dignity through education and example; to value human dignity as an essential part of our common European heritage.” The document will be sent in the coming days to European political leaders.

The Social Weeks of France (Semaines Sociales de France) have launched a call to build fraternity. This text, written after the January 11 demonstration, expresses the proposal of a “week of fraternity” that the Social Weeks of France had already presented following the 2008 session in Lyon. To sign the call: http://www.ssf-fr.org/offres/gestion/actus_56_23065-703/maintenant-construisons-la-fraternite.html

On Sunday, January 11, a huge collective momentum expressed the awareness that a disunited society is a disarmed society. But for this movement to be sustainable, it must be organized and involve all of us, far beyond our current conception of democracy that emphasizes political action and neglects citizens’ action. This is why, if we do not want to disappoint anyone, it is time to change the paradigm by turning political action into the lever of citizens’ action, as called for in the Republican Pact, which projects freedom and equality towards fraternity.

This is necessary for all people, who are weakened by the decline of social ties and the deletion of points of reference at all ages of life. It is especially required for the inhabitants of ghettoized neighbourhoods where government action will be decisive only if it is accompanied by a mobilization of all available energies of the whole society. This requires to stop interpreting diversity as a handicap and turn it into a crucial asset of collective success in a world which is increasingly mixed.

It is under these conditions that we can effectively address the need for security that is legitimately expressed. Could anyone believe, in fact, that there can be lasting security without fraternity, as indeed fraternity without security? It is the interdependence of the two that can overcome fear. Moreover, the word fraternity is not engraved on the pediment of the town halls of France by chance but because it is intended to permeate the reality of local life. And this is possible because our fellow citizens are to be praised not only for being able to come together to say no to barbarism. They also know how to innovate to defeat the resulting indifference, selfishness, and hatred, even if their efforts are too often pointless because of the lack of encouragement from all authorities. This is another confirmation of the huge deficit of political will, which promotes the resurgence of every origin-connected sense of belonging, in the absence of a unifying project of society.

This is why we solemnly address the highest State authorities, but also local leaders, and ask them to strongly affirm their intention to enter the ‘Fraternity of the Republic’ item in their top priorities. And we call them, to effectively meet the expectations of our citizens, to build without waiting ambitious action plans in the educational, cultural, social, and economic fields. The aim is to foster all individual, associative, or institutional dynamics which can build new relationships of listening, mutual support, and respect among cultures, ages, and territories. And to make everyone feel involved, it is necessary to promote – without ambiguity – the importance of harmonious relations between rights and duties, between individual freedom and collective responsibility, between cultural diversity and national unity. A requirement that should help challenge our attitudes and modus operandi to produce tangible results in revitalizing social cohesion and our living together.

In order to make known this aspiration in the short term – as it has been also proposed by the National Observatory of Secularism – we could, for example, organize this year a National Week of Fraternity during which all local authorities and living forces could take further steps in this direction. A Week that, far from being a new playground for competing actors, could be the first symbolic step of this great project of society – the only thing which can really prevent the conflagration. It is when it plays on this ground that our country becomes again the land of enlightenment that makes it grow, and makes us grow.

“Those who live on the edge, in the suburbs, with a language dear to the Holy Father, no longer remain to look at their lives dissolving between abuse and continuous violations and make desperate choices – underlines Father Alexander Gazzola, superior general of the Scalabrinian Congregation – but also risk the impossible just to live, or rather to survive, because the alternative is too often death”.

“The inadequacy of remedies, as well as the Triton Operation is tragically showing to those committed, in the Church, on the migrants and refugees’ side, requires an ‘epochal’ change in the global management of immigration in the European Union – continues Father Gazzola –. The good accomplished with previous programmes, such as Mare Nostrum, with the rescue of more than 100,000 people, is unfortunately frustrated by the recent tragic events”.

For this the Scalabrinian Missionaries ask with renewed insistence a definitive stance of EU governments on migration in order to achieve a single European policy on the reception system, the recognition of refugee status, along with investments in the countries of origin of this mass of people.

Statement of the Co-ordination of Bishops’ Conferences in support of the Church in the Holy Land, 15 January 2015

We came to pray with and support the Christian community and to promote peace and human dignity in this divided land.

We witnessed the tragic consequences of the failure of both local and international politicians to advance peace. Human dignity is given by God and is absolute. The ongoing conflict assaults the dignity of both Palestinians and Israelis, but in a particular way our commitment to the poor calls us to lift up the suffering people in Gaza. A year ago, we called Gaza “a man-made disaster, a shocking scandal, an injustice that cries out to the human community for a resolution.” In the wake of the terrible destruction caused by last year’s war, our presence reminded the small Christian community that they are not forgotten.

Many tens of thousands of families in Gaza lack adequate shelter. In the latest freezing weather, at least two infants died of exposure. The continuing blockade dramatically impedes rebuilding and contributes to desperation that undermines Israelis’ legitimate hope for security. It also creates intolerable levels of unemployment and pushes ordinary people into deeper poverty.

Despite the devastation, the appalling scenes of destruction we saw, and the fears of another war we heard, hope is alive in Gaza. We saw families resolutely rebuilding their lives. We witnessed a small Christian community that has enormous faith. We admired the tenacity of many volunteers. We visited Holy Family School where Muslims and Christians study and play together in harmony. We met with the Holy Rosary Sisters, who true to their co-foundress Marie-Alphonsine, to be canonized a saint this year by Pope Francis, exercise a prophetic ministry of education. We celebrated Mass with the Sisters of the Bethlehem Carmel. Their foundress Mariam Baouardy, another Palestinian whose life testifies to the holiness that still emanates from this Land, also will be canonized.

Political leaders must defend the human dignity of the people in Gaza. One student poignantly told us that he received an email during the war asking if he needed food or clothing or shelter. Without bitterness, he replied that what he needed was dignity. People of good will on both sides of the conflict want the same thing, a dignified life worthy of the human person.

In the coming months we will continue to oppose the building of the proposed wall in the Cremisan Valley. It would result in the loss of the lands and livelihoods of many Christian families. This situation is tragically a microcosm of the reality of the land issue. We will also continue to oppose expansion of the settlement program, illegal under international law, which we witnessed acutely in Hebron. Its impact on the freedom of movement of Palestinians and the confiscation of lands is simply unjust.

After the failed negotiations and ensuing violence of 2014, we urge public officials to be creative, to take new approaches, to build bridges, not walls. We must humanize the conflict by fostering more interaction between Israelis and Palestinians. Peace will only come when all parties respect the fact that the Holy Land is sacred to three faiths and home to two peoples.

Aware that this year we walk in the footsteps of Pope Francis, we take to heart his recent statement to the Diplomatic Corps: “My thoughts turn above all to the Middle East, beginning with the beloved land of Jesus which I had the joy of visiting last May, and for whose peace we constantly pray. We did this with extraordinary intensity, together with the then President of Israel, Shimon Peres, and the President of Palestine, Mahmoud Abbas, inspired by a confident hope that negotiations between the two parties will once more resume, for the sake of ending violence and reaching a solution which can enable Palestinians and Israelis alike to live at last in peace within clearly established and internationally recognized borders, thus implementing the ‘two state solution’.”

The path to peace demands respect for the human rights of both Israelis and Palestinians. Our prayer nurtures the hope that makes peace possible. We call on all Christians to pray for the Jews, Christians and Muslims of this Land we call Holy.

It is assessed that over 800,000 women, men and children are the victims, today, of trafficking in human beings within the EU. Almost 60% of the victims come from one of the countries of the Union. It’s becoming urgent for the EU and its member states to put into effect the existing legal framework and to intensify the cooperation with civil society and the religious organizations working with the victims on a local level. This is one of the main messages coming from the Seminar for a Dialogue with the European Commission organized on November 27th by Comece and by the Commission “Eglise et Société” of Cec, in collaboration with Ccme.

Trafficking in human beings is a modern kind of slavery, a criminal activity and a lucrative business all around the world. It is assessed that 16% of the victims are children, often sold for prices going up to 40,000 euros. In addition to sexual exploitation and hard labor, the trafficking in human beings is now taking new shapes, for example for breeding purposes, as in forced surrogate maternity or for illegal adoption.

The participants in the seminar for the dialogue have called attention several times to the need for a more reliable and complete collection of data, especially as far as the estimates of the figures are concerned, in order to allow politicians and religious organizations to meet the victims’ needs in the best way. Moreover, the participants have added to the dialogue their political knowledge and their field experience, showing direct testimonies on the trafficking in people in Europe.

First of all, the victims of the trafficking in human beings need protection and assistance, by means of a wide updating of the existing laws. The victims must not be punished for what they did while being victims of the trafficking. A continuing financial aid by organizations of the civil society and religious organizations would contribute to the fulfillment of these goals.

On a legal level, the EU has already adopted a number of directives and tools. However, these tools should be updated in order to affect the new forms of trafficking and to assure that they’ll be put into practice on a national level.

In response to the complexity and seriousness of these themes, Comece and Cec/Ccme have decided to give the European Commission a summary of their proposals and recommendations in the next few weeks.

The gratitude of the Catholic community in Turkey after the visit of Pope Francis in the country

Following the visit of Pope Francis to Turkey, the Catholic Bishops’ Conference wants to thank the Holy Father on behalf of the local community for the comfort and benefits that this visit has brought to the entire country.

Thank you, Pope Francis, for the gift of Your visit to Turkey, where you have met not only a hard-working and generous people, but also a living Christian community. Although the local Catholic community is a minority, it is aware of belonging to a larger reality from which it draws courage, strength, and hope to face the daily hardship of Christian witness.

Thank you, Holy Father, for Your testimony in pointing out the path of dialogue with the other Christian communities in the country and, in particular, with our Muslim brothers and sisters. The Catholics of Turkey have totally assumed your invitation to deepen and promote a mutual understanding with all religious communities in the country and to appreciate what we have in common.

Thank you, Pope Francis, for reminding us that true peace can only be based on respect for the fundamental rights and duties related to human dignity.

We also make our own, Holy Father, your invitation to be protagonists of interreligious and intercultural dialogue within our nation in the aim of promoting solidarity among believers, which is the root of a healthy social cohesion.

Your Holiness, the Catholic community of Turkey will pray for Your Petrine ministry, and we also ask you to pray for the whole people of Turkey.
